 Legal basis
 Article 13 of the Measures for the Investigation and Treatment of Unlicensed Business shall be punished by the administrative department for industry and commerce in accordance with the provisions of relevant laws and administrative regulations. If laws and administrative regulations do not clearly stipulate the punishment for unlicensed business, the administrative department for industry and commerce shall order the cessation of the illegal act, confiscate the illegal income and impose a fine of less than 10000 yuan. Article 2 No unit or individual may, in violation of the provisions of laws, regulations or decisions of the State Council, engage in unlicensed or unlicensed business operations.
