If the speed limit of the new traffic regulations is 30 to 40, it means speeding. Generally, three points will be deducted and a warning or a fine of 20 yuan to 200 yuan will be imposed. The party concerned should pay the fine at the designated bank within 15 days from the date of receiving the written decision on administrative penalty for the fine.
 Legal basis: If a motor vehicle driver commits one of the following illegal acts in Items 1 to 5 of Article 3 of the Scoring Value for Illegal Acts of Road Traffic Safety, 3 points shall be scored at a time: (1) If the number of passengers in passenger cars other than operating buses (excluding buses) and school buses exceeds the approved number by less than 20%; （2） Driving a medium-sized or above passenger carrying truck or dangerous goods transport vehicle on roads other than expressways or urban expressways, or driving other motor vehicles at speeds exceeding the prescribed speed by less than 20% per hour; （3） Driving a truck whose load exceeds the approved load weight by less than 30%; （4） Driving a motor vehicle on an expressway at a speed lower than the prescribed minimum speed; （5） Driving a motor vehicle prohibited from entering the expressway into the expressway.
