Legal basis
Article 8 of the Measures for the Administration of Scoring of Road Traffic Safety Violations, a motor vehicle driver who commits one of the following traffic violations shall be scored 12 points at a time: (1) driving a motor vehicle after drinking; （2） Escaping after a traffic accident that causes minor injury or death, but does not constitute a crime; （3） Using forged or altered motor vehicle plates, driving licenses, driving licenses, school bus signs or using other motor vehicle plates or driving licenses; （4） Driving a school bus, road passenger vehicle or tourist passenger vehicle to carry more than 20 percent of the authorized number of people, or driving other passenger vehicles to carry more than 100 percent of the authorized number of people; （5） Driving a school bus, a medium-sized or above passenger carrying truck, or a vehicle transporting dangerous goods on an expressway or urban expressway at a speed exceeding the prescribed speed by more than 20 percent, or driving other motor vehicles on an expressway or urban expressway at a speed exceeding the prescribed speed by more than 50 percent; （6） Driving a motor vehicle to reverse, reverse, cross the median and turn around on expressways and urban expressways; （7） Accepting penalties for traffic violations and scoring for economic benefits on behalf of actual motor vehicle drivers.
