The house purchase contract cannot be registered. According to the relevant regulations on household registration management, the house ownership certificate shall be obtained when purchasing a house to move the household registration, and it is not allowed to move in with the house purchase contract. If citizens want to settle in a different place on the ground of purchasing a commercial house, they need to obtain a property certificate first, and not all cases of obtaining a property certificate can be settled in a different place. Whether or not it can be settled depends on the relevant policies of the place where the real estate is located.
 Legal basis
 Article 10 of the Household Registration Regulations of the People's Republic of China, if a citizen moves out of the jurisdiction area of his/her household registration, he/she or the head of the household shall, before moving out, report to the household registration authority for the registration of moving out, obtain the removal certificate, and cancel his/her household registration.
 If a citizen moves from the countryside to the city, he or she must apply to the permanent residence registration authority for going through the formalities of moving out with the employment certificate issued by the urban labor department, the admission certificate issued by the school, or the certificate issued by the urban household registration authority for permission to move in.
 Citizens moving to border defense areas must be approved by the public security organ of the county, city or municipal district where they reside.
