    The traffic management department of the public security organ shall, within ten days from the date of the on-site investigation, prepare a road traffic accident liability confirmation letter. In the case of hit and run, a road traffic accident identification letter shall be made within ten days after the vehicle and driver involved in the accident are found. If it is necessary to conduct inspection and appraisal, a road traffic accident identification certificate shall be prepared within five days after the conclusion of the inspection and appraisal is determined.
    In case of a fatal accident, the traffic management department of the public security organ shall call all parties concerned to the scene and make a public investigation to obtain evidence before making the road traffic accident identification letter. The evidence required by the witness to be kept confidential or involving national secrets, business secrets and personal privacy shall not be disclosed. If the party concerned is not present, the traffic control department of the public security organ shall record it.
    If the escape traffic accident has not yet been solved and the injured party requests to issue a road traffic accident identification letter, the traffic management department of the public security organ shall prepare a road traffic accident identification letter within ten days after receiving the written application of the party concerned and serve it on the injured party. The road traffic accident identification letter shall specify the time and place of the accident, the situation of the victim and the facts obtained from the investigation. If there is evidence to prove that the victim is at fault, if there is no evidence to prove that the victim is at fault, the victim is not at fault.
