    If a prisoner is really seriously ill and must be released on parole for medical treatment, a hospital designated by the people's government at the provincial level shall diagnose him and issue a certificate.
    Before delivery for execution, the temporary execution outside prison shall be decided by the people's court that delivered the execution; After being handed over for execution, the prison or detention house shall put forward a written opinion on the temporary execution outside prison, which shall be submitted to the prison administration organ at or above the provincial level or the public security organ at or above the level of a city divided into districts for approval.
