A car without a green book cannot be mortgaged, and a mortgaged car cannot be transferred.
1、 The motor vehicle registration certificate is also known as the Green Book. It is the legal proof of vehicle ownership, kept by the vehicle owner and not carried with the vehicle. After that, the vehicle registration certificate shall be issued when any vehicle registration such as transfer of registration and ownership is handled, and the relevant information of the vehicle shall be recorded on it.
2、 The following property that the debtor or a third party has the right to dispose of may be mortgaged:
（1） Buildings and other land attachments;
（2） Construction land use right;
（3） Sea area use right;
（4） Production equipment, raw materials, semi-finished products and products;
（5） Buildings, ships and aircraft under construction;
（6） Means of transportation;
（7） Other properties not prohibited by laws and administrative regulations from being mortgaged.
[Legal Basis]
Article 394 of the Civil Code of the People's Republic of China states that in order to guarantee the performance of debts, if the debtor or a third person mortgages the property to the creditor without transferring the possession of the property, if the debtor fails to perform the due debts or the situation of realizing the mortgage right as agreed by the parties occurs, the creditor has the right to receive priority payments with respect to the property.
The debtor or the third party mentioned in the preceding paragraph is the mortgagor, the creditor is the mortgagee, and the property that provides security is the mortgaged property.
