1、 Can I get a marriage certificate without a registered permanent residence?
 You can't get a marriage certificate without a registered permanent residence. At this time, you can take your ID card to the household registration police station to issue a household registration certificate, and go to the marriage registration office to go through the marriage formalities as usual. Note that you need to get the marriage certificate one month after the household registration certificate is issued. If it takes too long to go through the formalities after the household registration certificate is issued, you may need to open it again.
 2、 Conditions for obtaining a marriage certificate:
 （1） Prerequisites for marriage
 The necessary conditions for marriage, also known as positive conditions, include:
 1. Marriage must be completely voluntary.
 Article 5 of the Marriage Law stipulates: "Marriage must be completely voluntary, and neither party is allowed to force the other party or interfere with any third party." This provision requires that both parties must have the capacity to marry and have no marriage barriers.
 Marriage is an act of identity, and the parties have exclusive rights. Most countries require that the parties must be present in person and not entrust agents.
 2. Marriage must reach legal age.
 (1) Article 6 of the Marriage Law stipulates: "The age of marriage shall not be earlier than 22 for men and 20 for women. Late marriage and late childbearing shall be encouraged." This provision shows that although freedom of marriage is a right enjoyed by Chinese citizens, not all citizens can become the subject of marriage legal relationship.
 (2) Late marriage refers to the marriage of a man who has reached the age of 25 and a woman who has first married at the age of 23 later than the marriage of a married woman who has first given birth at the age of 24.
 (3) The legal age of marriage is a mandatory rule, while the age of late marriage is just a call and encouragement measure.

 （2） Prohibition of marriage
 The prohibited conditions of marriage are also called negative conditions, or excluded conditions, barriers to marriage, that is, the situation where marriage is not allowed by law.
 The prohibited conditions are as follows:
 1. Marriage by blood within a certain range is prohibited.
 The first paragraph of Article 7 of China's Marriage Law stipulates that "marriage is prohibited for direct relatives by blood and collateral relatives by blood within three generations."
 2. It is forbidden for people suffering from certain diseases to marry.
 The second paragraph of Article 7 of the Marriage Law stipulates: "Persons suffering from diseases that are medically considered unfit for marriage are prohibited from marriage."
 Patients who suffer from diseases that are medically considered unfit for marriage mainly include the following:
 (1) Schizophrenia, manic depression patients who are in the onset period
 (2) Untreated STD patients
 (3) Patients with severe mental retardation, i.e. dementia
 (4) Legal infectious disease in the period of onset.
 A party who suffers from a disease that is medically considered unfit for marriage before marriage and has obtained a marriage certificate, but has not been cured after marriage, constitutes one of the reasons for declaring the marriage invalid. The marriage registration authority or the people's court shall declare the marriage invalid according to law and withdraw the marriage certificate. However, this restriction does not apply to those who suffer from such diseases after marriage.
