    How to judge those who are accessory to armed affray and surrender? If armed affray is an accessory and voluntarily surrenders, the ringleaders and other active participants shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance. Criminals who voluntarily surrender may be given a lighter or mitigated punishment, and those who commit relatively minor crimes may be exempted from punishment.
