According to Article 141 of the Criminal Procedure Law, all kinds of property and documents found in investigation activities that can prove the criminal suspect's guilt or innocence shall be sealed up and detained; Property and documents irrelevant to the case shall not be sealed up or detained. The seized or detained property and documents shall be properly kept or sealed up, and may not be used, replaced or damaged.
 According to Article 142 of the Criminal Procedure Law, the property and documents sealed up and detained shall be clearly checked together with the witnesses and the holders of the sealed up and detained property and documents. A list shall be made on the spot in duplicate, which shall be signed or sealed by the investigators, witnesses and holders. One copy shall be given to the holder, and the other copy shall be attached to the file for future reference.
 In Article 143 of the Criminal Procedure Law, when investigators believe that it is necessary to detain the mail and telegrams of a criminal suspect, they may, with the approval of the public security organ or the People's Procuratorate, notify the post and telecommunications organs to hand over the relevant mail and telegrams for seizure. When it is not necessary to continue the seizure, the post and telecommunications offices shall be notified immediately. It can be seen that:
 (1) Because the house is involved in criminal cases, it has been closed down by the public security organ;
 (2) Because the house involves civil cases or the landlord's external debts, the plaintiff applied to the court for property preservation, and the house was sealed by the court;
 (3) Because the landlord did not perform the civil judgment at the expiration of the time limit, the plaintiff applied to the court for enforcement, and the house was sealed by the court.
 (4) Because the landlord evades taxes or fails to perform administrative punishment, the house may also be closed down by the judiciary.
