Article 10 of the Opinions on Further Improving the Employment and Social Security Work of Persons Released from Prison and Relieved from Reeducation through Labor in Cities (including cities and towns) states that if the per capita family income of persons released from prison and released from education through labor is lower than the local minimum living security standard, civil affairs departments at all levels should include them into the local minimum living security range to achieve "full coverage".
