The disability level is 8-10. Generally, the disability certificate cannot be obtained. A disabled person refers to a person who loses or is abnormal in a certain organization or function, psychologically, physiologically or structurally, and who has lost all or part of his ability to engage in certain activities in a normal manner. Disabled persons include those with visual disability, hearing disability, speech disability, physical disability, intellectual disability, mental disability, multiple disabilities and other disabilities.
 According to the provisions of the Administrative Measures of the People's Republic of China on Disabled Persons' Certificates, people with vision, hearing, speech, body, intelligence, spirit and multiple disabilities who meet the disability standards can apply for a disabled person's certificate.
 Legal basis
 Article 2 of the Law of the People's Republic of China on the Protection of Disabled Persons refers to a person who has lost or is abnormal in some organization or function, psychologically, physiologically or physically, and who has lost all or part of his ability to engage in certain activities in a normal way. Disabled persons include those with visual disability, hearing disability, speech disability, physical disability, intellectual disability, mental disability, multiple disabilities and other disabilities. Disability standards shall be formulated by the State Council.
 Article 3 of the Measures of the People's Republic of China for the Administration of Disabled Persons' Certificates shall adhere to the principle of voluntariness and territorial administration in applying for disabled persons' certificates. All persons with vision, hearing, speech, body, intelligence, spirit and multiple disabilities who meet the disability standards can apply for a disability card.
