    Responsible base salary refers to a wage system in which workers can obtain the corresponding minimum salary only after completing the specified performance. However, the actual salary paid to employees by the unit shall not be lower than the minimum wage standard stipulated by the state, otherwise it is illegal. The determination and adjustment of the minimum wage standard shall be based on the following factors:

    (1) The minimum living expenses of the workers themselves and the average supporting population;

    (2) Social average wage level;

    (3) Labor productivity;

    (4) Employment status;

    (5) Differences in economic development levels between regions.

    Legal basis

    Article 74 of the Labor Law of the People's Republic of China, the agency of social insurance funds shall collect, pay, manage and operate social insurance funds in accordance with legal provisions, and shall be responsible for maintaining and increasing the value of social insurance funds.
    The social insurance fund supervision institution shall, in accordance with the provisions of the law, supervise the income, expenditure, management and operation of the social insurance fund.
    The establishment and functions of social insurance fund agencies and social insurance fund supervision agencies shall be prescribed by law.
    No organization or individual may misappropriate social insurance funds.
