    Regulations on the entry of non local blue licensed minivans into Shanghai: motor vehicles with temporary license plates from other provinces cannot enter the urban area of Shanghai. Non local vehicles must pay fees at the intersection when entering Shanghai. They must cross the border with tickets. Once entering the country, they will be charged once. The toll certificate must be kept until leaving the country. It is valid for 7 days. If it exceeds 7 days, the owner needs to pay a separate fee.

    The travel time and routes of vehicles outside Shanghai are limited. From 7 a.m. to 10 a.m. and from 3 p.m. to 8 p.m. every day, the following roads are forbidden to use passenger cars with motor vehicle license plates of other provinces and cities, passenger cars with temporary driving license plates, taxi cars without passengers and passenger cars driven by drivers during internship (except Saturday, Sunday and legal holidays):

    1. Yan'an Elevated Road (east of S20);

    2. North-south viaduct;

    3. Yixian Elevated Road (whole line);

    4. Humin Elevated Road (the whole line);

    5. Middle Ring Road (whole line);

    6. Huaxia Elevated Road (the whole line);

    7. Luoshan Viaduct (whole line);

    8. Resort viaduct;

    9. Inner Ring Elevated Road (except the section from the entrance of Zhongshan North 2nd Road in the inner circle to the exit of Jinxiu Road, and the section from the entrance of Jinxiu Road in the outer circle to the exit of Huangxing Road);

    10. Nanpu Bridge;

    11. Lupu Bridge;

    12. Yan'an East Road Tunnel.

    Legal basis

    Article 39 of the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China indicates that:
    (1) When the green light is on, pedestrians are allowed to pass the crosswalk;
    (2) When the red light is on, pedestrians are prohibited from entering the crosswalk, but those who have already entered the crosswalk can continue to pass or stay at the center line of the road to wait.
