    No, the annual inspection can only be carried out after the violations are handled. According to Article 49 of the Provisions on the Registration of Motor Vehicles, the owner of a motor vehicle may apply to the vehicle management office at the place of registration for an inspection conformity mark within three months before the expiration of the validity period of the motor vehicle inspection. Before applying, the owner of the motor vehicle shall complete the handling of road traffic safety violations and traffic accidents involving the vehicle. When applying, the owner of a motor vehicle shall fill in an application form and submit a driving license, a compulsory insurance certificate for the liability of motor vehicles for traffic accidents, a certificate for the payment or exemption of vehicle and vessel taxes, and a certificate of compliance with the safety and technical inspection of motor vehicles. The vehicle management office shall, within one day from the date of acceptance, confirm the motor vehicles, examine the certificates and vouchers submitted, and issue inspection conformity marks.
