 2. Order the party concerned to leave the scene and resume traffic; Those who refuse to leave the site shall be forcibly evacuated.
 If the party concerned is unable to move the vehicle by himself, the traffic police shall move the vehicle to a place that does not hinder the traffic.
 3. In any of the following circumstances, the public security and traffic administration department shall move the motor vehicle it drives to a place that does not hinder traffic or a place designated by the relevant department for parking, and shall give a punishment according to law:
 (1) The driver does not have a valid motor vehicle driving license;
 (2) The driver is suspected of drinking, taking state controlled psychotropic drugs or narcotic drugs.
 4. Prepare the road traffic accident identification certificate:
 (1) After leaving the scene, the traffic police shall identify and record the time, place, weather, name of the party, motor vehicle driving license number, contact information, motor vehicle type and number, insurance certificate number, traffic accident form, collision location, etc. of the road traffic accident according to the fixed evidence on the scene and the description of the party and witness, The responsibility of the party concerned shall be determined according to the role of the party's behavior in the road traffic accident and the severity of the fault, and the road traffic accident confirmation letter shall be prepared and signed by the party concerned.
 (2) The identification letter of road traffic accident handled by summary procedure can be issued on the spot or afterwards; However, the road traffic accident identification certificate shall be prepared within 10 days from the date of on-site investigation at the latest.
 5. On the spot mediation:
 If the parties jointly request mediation (oral application is allowed), the traffic police shall conduct mediation on the spot and record the mediation results on the road traffic accident identification form, which shall be signed by the parties and delivered to the parties.
 However, mediation is not applicable in any of the following circumstances:; The traffic police may deliver the road traffic accident identification letter to the party concerned after stating the relevant information in the road traffic accident identification letter:
 (1) The party concerned disagrees with the determination of the road traffic accident;
 (2) The party concerned refuses to sign the road traffic accident identification letter;
 (3) The parties do not agree to mediation.
