According to Article 11 of the Regulations on the Administration of Marriage Registration, mainland residents who apply for divorce registration shall present the following certificates and supporting materials:
 （1） My household register and ID card (II) My marriage certificate (III) The divorce agreement signed by both parties. Therefore, divorce by agreement cannot be handled without a registered permanent residence when going to the Civil Affairs Bureau for divorce. There are two ways to solve this problem. One is to apply for a new household registration book, and the other is to issue a household registration certificate to the household registration department. There are slight differences among regions. It is suggested that the reply from the local police station should prevail.
 If both parties fail to terminate their marriage through divorce by agreement, they can sue for divorce. The court will take whether the feelings of both parties are broken as the criteria for deciding whether to divorce. After the divorce judgment of the court takes effect, the husband and wife relationship of both parties will be terminated and they can enter into another marriage. Divorce through litigation does not need a household register, but if one party needs to go through the formalities of moving out of the household register after divorce, it still needs a household register, which can be solved through the above two methods.
