In general, the divorce certificate cannot be handled in a different place. Citizens are required to bring relevant information (the original ID cards of both parties, the original household register, and the original marriage certificate) to the civil affairs department of the place where one party's household registration is located to apply. If citizens apply for a residence certificate in a different place, they can file a lawsuit for divorce in the local people's court. Article 10 of the Marriage Registration Regulations: If the mainland residents voluntarily divorce, both men and women should go to the marriage registration office where one party's permanent residence is located to register for divorce. If Chinese citizens and foreigners divorce voluntarily in the mainland of China, and mainland residents divorce voluntarily with Hong Kong residents, Macao residents, Taiwan residents, and overseas Chinese in the mainland of China, both men and women shall jointly go to the marriage registration authority in the place where the permanent residence of mainland residents is located to register for divorce. Article 11 Mainland residents who have gone through divorce registration shall present the following certificates and supporting materials:
 （1） My household register and ID card;
 （2） My marriage certificate;
 （3） A divorce agreement signed by both parties. Hong Kong residents, Macao residents, Taiwan residents, overseas Chinese and foreigners who have gone through divorce registration shall, in addition to issuing the following documents

 （3） In addition to the certificates and certification materials specified in sub paragraph, Hong Kong residents, Macao residents and Taiwan residents shall also produce their own valid passes and identity cards, and overseas Chinese and foreigners shall also produce their own valid passports or other valid international travel documents. The divorce agreement shall state the intention of both parties to divorce voluntarily and the consensus on matters such as child rearing, property and debt disposal. The divorce can be registered in the marriage registration office after both parties reach an agreement through consultation. The consensual contents should be reflected in the divorce agreement, including but not limited to the following contents: declaration of divorce intention, ownership of custody, payment of alimony, property division, etc. For divorce in litigation, the husband and wife can not reach an agreement through consultation, and can only go to the court to file a divorce lawsuit. The court will decide whether to approve the divorce, and will also decide the ownership of custody, payment of maintenance fees, property division, ownership of creditor's rights and debts, etc.
