 Legal basis
 Article 39 of the Provisions on the Procedure for Handling Road Traffic Accidents, the traffic management department of the public security organ may detain the vehicle involved in the accident and issue a certificate of administrative compulsory measures for the need to collect evidence. The detained vehicle shall be kept properly.
 The traffic control department of the public security organ shall not detain the goods carried by the accident vehicle. After verifying the weight, volume and cargo loss of the goods carried, the driver of the motor vehicle or the owner of the goods shall be notified to dispose of them by themselves.
