Those who commit one of the following acts shall be ordered by the competent agricultural and forestry departments of the people's governments at or above the county level to make corrections and be fined not less than 2000 yuan but not more than 20000 yuan:
（1） The seeds sold should be packaged but not packaged;
（2） The seeds sold have no instructions for use or the contents of the labels do not meet the requirements;
（3） Altering labels;
（4） Failing to establish and preserve seed production and operation archives as required;
（5） Seed producers or traders who set up branches in different places, specialize in packaged seeds that are no longer repackaged, or are entrusted to produce or sell seeds on a commission basis, fail to put on record as required.
Legal basis
Article 80 of the Seed Law of the People's Republic of China, in violation of the provisions of Article 36, 38, 40 and 41 of this Law, commits one of the following acts, the competent agricultural and forestry departments of the people's government at or above the county level shall order it to make corrections and impose a fine of not less than 2000 yuan but not more than 20000 yuan: (1) seeds sold should be packaged but not packaged; （2） The seeds sold have no instructions for use or the contents of the labels do not meet the requirements; （3） Altering labels; （4） Failing to establish and preserve seed production and operation archives as required; （5） Seed producers or traders who set up branches in different places, specialize in packaged seeds that are no longer repackaged, or are entrusted to produce or sell seeds on a commission basis, fail to put on record as required.
