You can't get a marriage certificate without a registered permanent residence. Both men and women who want to apply for marriage registration shall present the following certificates and supporting materials to the marriage registration authority:
1. My household register;
2. My ID card;
3. I have no signed statement of spouse;
4. There is no signed statement of collateral blood relationship and direct blood relationship between oneself and the other party within three generations.
Therefore, without the household registration book, the marriage registration authority will not handle marriage registration for both men and women, and will not issue marriage certificates.
[Legal Basis]
Article 1049 of the Civil Code requires that both men and women who get married must register their marriage in person at the marriage registration office. Those who meet the provisions of this Law shall be registered and issued marriage certificates. When a marriage certificate is obtained, the relationship between husband and wife is established. If no marriage registration is handled, it shall be re registered.
