It depends on the situation. If there is no right turn indicator light, turning right is not considered as running the red light, but you should avoid the vehicle. If there is a right turn indicator light and the red light is on, it means running the red light. When the red light is on, no vehicles are allowed to pass.
 Article 38 of the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China stipulates the meanings of motor vehicle signal lights and non motor vehicle signal lights:
 1. When the green light is on, vehicles are allowed to pass, but the turning vehicles shall not hinder the passing of the passing vehicles and pedestrians;
 2. When the yellow light is on, vehicles that have crossed the stop line can continue to pass;
 3. When the red light is on, no vehicles are allowed to pass.
 At intersections where there are no non motor vehicle signal lights or crosswalk signal lights, non motor vehicles and pedestrians shall follow the indication of motor vehicle signal lights.
 When the red light is on, vehicles turning right can pass without impeding the passing of vehicles and pedestrians.
