    The copy of the property ownership certificate cannot be mortgaged.
    When registering real estate mortgage, the following documents shall be submitted to the registration authority for examination:
    (1) The identity certificate or legal person qualification certificate of the mortgage party;
    (2) Application for mortgage registration;
    (3) Mortgage contract;
    (4) The State owned Land Use Right Certificate, the House Ownership Certificate or the Real Estate Ownership Certificate. For the jointly owned houses, the House Co ownership Certificate and the certificate of other co owners' consent to mortgage must also be submitted;
    (5) Documents and supporting materials that can prove that the mortgagor has the right to set mortgage;
    (6) Materials that can prove the value of the mortgaged real estate;
    (7) Other documents deemed necessary by the registration authority.
    Therefore, it is not allowed to mortgage only by the copy of the house property certificate.
    Article 8 of the Administrative Measures for the Mortgage Registration of Urban Real Estate:

    Real estate with disputed ownership;

    Real estate used for education, medical, municipal and other public welfare undertakings;

    Buildings listed in the cultural relics protection and other buildings with important memorial significance;

    The real estate that has been announced to be included in the demolition scope according to law;

    Real estate that has been sealed up, detained, supervised or restricted in other forms according to law;

    Other real estate that cannot be mortgaged according to law.

    Article 32 of the Administrative Measures for the Registration of Urban Real Estate Mortgage The following documents shall be submitted to the registration authority for examination when registering real estate mortgage:

    The identity certificate or legal person qualification certificate of the mortgage party;

    Application for mortgage registration;

    Mortgage contract;

    The State owned Land Use Right Certificate, the House Ownership Certificate or the Real Estate Ownership Certificate. For the jointly owned houses, the House Co ownership Certificate and the certificate of other co owners' consent to mortgage must also be submitted;

    Documents and supporting materials that can prove that the mortgagor has the right to set mortgage;

    Materials that can prove the value of the mortgaged real estate:
