    "Causing disturbances refers to the behavior of the doers who gang up to fight, chase, intercept others, force or arbitrarily damage or occupy public or private property, or other acts of causing disturbances. Whoever makes trouble in public places, stirs up trouble, causes serious disorder in public places, chases, intercepts, insults, intimidates others, forcibly demands or arbitrarily damages or occupies public or private property, and destroys public order, if the circumstances are serious, shall constitute a crime of provocation and trouble making.

    According to the provisions of the Criminal Law of our country, those who constitute the crime of provoking trouble and disrupting social order shall be sentenced to fixed-term imprisonment of not more than five years, criminal detention or public surveillance. Whoever seriously undermines public order shall be sentenced to fixed-term imprisonment of not less than five years but not more than 10 years and may also be fined. "

    Article 293-1 of the Criminal Law of the People's Republic of China [Crime of collecting illegal debts] Whoever, under any of the following circumstances, collects illegal debts arising from usury loans, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance and shall also, or shall only, be fined:
    (1) Using violence or coercion;
    (2) Restricting the personal freedom of others or invading others' houses;
    (3) Threatening, tracking or harassing others.
