According to the regulations, in the case of divorce or widowhood, as long as a child is born or adopted during the marriage process, he or she can apply for the honor certificate of the parents of the only child. Specific procedures:
1. The eligible party should go to the unit where he/she works (if there is no unit, he/she should go to the villagers' committee or the residents' committee) to get the Application and Approval Form for the Only Child Certificate.
2. After being approved by the unit to which it belongs (if there is no unit, the villagers' committee or the residents' committee shall first review and approve), it shall be sent to the township (town) people's government or the sub district office where the eligible party's permanent residence is located for review (the original household register, marriage certificate and divorce certificate shall be carried). The township (town) people's government or sub district office shall complete the review within 15 days and report it to the district/county family planning committee for approval (with a copy of the household register and divorce certificate attached).
3. The district and county family planning committees shall complete the examination and approval within 30 days from the next day after receiving the Application and Approval Form for the Only Child Certificate. The only child certificate shall be issued to those who meet the conditions.
