Reporter: Fujian is a big province with private economy. Private economy accounts for "half of the country" in foreign trade, investment, retail and other fields. How do you understand the significance of the provincial party committee and government in implementing the strategy of strengthening the province with private economy in the new era?

Huanghe Ming: The provincial party committee and government attach great importance to the development of private economy. Before the CPC Central Committee and the State Council issued the Opinions on Promoting the Development and Growth of Private Economy, they made a major deployment to implement the strategy of strengthening the private economy in the new era. In August this year, the provincial party committee held a plenary meeting to hold a special discussion around the Opinions on Implementing the Strategy of Strengthening Private Economy in the New Era to Promote High Quality Development. I think it is timely and of great significance.

Commercial work cannot be separated from private enterprises. Only a good private enterprise can make a good economy and a good business development. By the end of 2022, there are 25236 private foreign trade enterprises in our province, accounting for 86.7% of the province; Private enterprises have invested 2983 overseas enterprises, accounting for 90.7% of the province, and 2412 domestic investors, accounting for 94.7% of the province; There are more than 300000 private online retail enterprises and more than one million private online stores; Commercial circulation and catering enterprises are mainly private enterprises. It can be said that private enterprises are not only the main force of high-quality economic development in our province, but also the new force of high-quality business development.

Since this year, the business sector has helped private enterprises seize new opportunities by supporting them to expand the market through orders, strengthening financial and credit insurance services, giving full support to small and micro enterprises in terms of insurance premiums, and carrying out foreign trade guidance to "help 10000 enterprises grow". According to preliminary statistics, there have been more than 24000 private enterprises with import and export performance in our province this year, with an increase of 1458. In the first 11 months, Fujian's private foreign trade import and export volume reached 1046.6 billion yuan, up 5.4% year on year, a record high in the same period, accounting for 58.4% of Fujian's total foreign trade value in the same period, up 3.1 percentage points year on year, showing good resilience and vitality.

The Provincial Department of Commerce, together with the Provincial Department of Finance, also formulated and issued Several Measures to Promote the High Quality and High Level Development of "Silk Road Investment", encouraging private enterprises to carry out high-quality foreign investment cooperation, participate in the reshaping of the global industrial chain supply chain, and actively expand overseas project contracting and high-end labor markets. In the first three quarters, the province recorded 258 overseas investment projects of private enterprises, and the amount of investment agreed by the Chinese side was 4.81 billion US dollars, a year-on-year increase of more than 3.5 times.

Reporter: The Opinions of the CPC Fujian Provincial Committee and the People's Government of Fujian Province on Implementing the Strategy of Strengthening Private Economy in the New Era to Promote High Quality Development put forward that efforts should be made to promote institutional openness, support private enterprises to build a global Fujian business economic and trade cooperation network, and deeply integrate into the domestic and international "double cycle". How do you see the position and role of private economy in integrating into domestic and international "double circulation"?

Huanghe Ming: In the construction of a new development pattern, the development and growth of Fujian's private economy has the following driving forces:

The first is to build a "two ends out" growth model of market and resources. Fujian has more people, less land and relatively scarce resources, but we have 15.8 million overseas Chinese from Fujian, distributed in 188 countries and regions around the world. Fujian has resources, foundation and advantages in carrying out foreign investment, foreign trade and other aspects. Fujian businessmen also have the spirit of "daring to be the first, daring to win". Therefore, we should actively jump out of Fujian to develop Fujian, make full use of external resources and markets, encourage private enterprises in Fujian to go outside the province and overseas, find a development path that is internally driven and internally linked, focus on the development of "three Fujian" - provincial Fujian, China's Fujian, and global Fujian, and forge the strong resilience of Fujian's economy.

Second, support the private economy to play a greater role in building a new development pattern. We should give play to the "three important" positioning role of business work, promote private enterprises to actively participate in the domestic big cycle, domestic and international double cycle, and show new achievements in serving and building a new development pattern in Fujian. On the one hand, support private enterprises to participate in the domestic circulation, deeply integrate into the national unified market, actively participate in the "All Fujian Tesco" series of consumer promotion activities, carry out the integration of domestic and foreign trade, develop new Fujian cuisine, participate in the construction of commercial facilities such as business circles and pedestrian streets, and promote the development of the commercial circulation consumer market in the province. On the other hand, we should support private enterprises to participate in the domestic and international double cycle, promote leading enterprises of foreign investment such as Ningde Times, Fuyao Glass, Zijin Mining to accelerate their overseas layout, promote more top 100 private enterprises such as Yongrong Holdings, Dadonghai to implement the global development strategy, consolidate and improve the position of enterprises in the global industrial chain value chain, and strengthen the linkage between foreign trade and foreign economy, Make our province's GNP bigger and stronger, that is, the scale of extraterritorial economy.

Third, accelerate the innovative development of private enterprises. If the 1980s and 1990s were the era of manufacturing development represented by Jinjiang economy, the new era is the era of the Internet. Platform economy and network economy have become important engines of economic development. Fujian's economy and private economy will take off again. We should not only focus on the development of the physical manufacturing industry, but also focus on supporting private enterprises to develop new business forms, new models and new tracks. In addition to Beijing, Shanghai, Guangzhou and Shenzhen, Fujian is an important pole in China's Internet entrepreneurial landscape, including Byte Beat, Meituan, Pinduoduo, Himalaya, Micromedicine, NetDragon, New World, etc., which were founded by Fujian people, and also emerged models of high-end, intelligent and green transformation such as Fuyao, Anta, Tebu, 361 °. Fourth, vigorously promote the return project of "pan Fujian merchants". Fujian is close to Taiwan, and many overseas Chinese businessmen, Taiwanese businessmen, Hong Kong and Macao businessmen are from Fujian. According to the arrangement of our province to build and implement the "1+N" strategic policy system for private economy in the new era, the Provincial Department of Commerce formally issued the "Several Measures to Support the High Quality Development of Private Economy" at the beginning of September, focusing on stimulating the vitality of private economy development, enhancing the ability to make overall use of two markets and two resources, and actively integrating into the domestic and international double cycle, And play a greater role in creating a new situation of high-quality business development.

The Several Measures put forward nine supporting measures in terms of market expansion, transformation and upgrading, innovation and development. First, support the deep integration into the national unified market. We will intensify efforts to clean up policies and measures that hinder the unified market and fair competition. Support private enterprises to attend key exhibitions and expand supply and demand docking channels. We will encourage the use of domestic and foreign trade integration pilot projects and develop products of "the same line, the same standard and the same quality". Second, support and participate in the construction of trade circulation system. Encourage private enterprises to participate in the construction of urban commercial facilities and county commercial system.
