Differences between the Western Plan and the Three Supports and One Support
1. Different concepts
The Western Plan was jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Organization Department and the Personnel Department in 2003 according to the relevant requirements of the State Council. We will promote the work of the Communist Youth League in rural areas, the national pilot work of modern distance education for rural party members and cadres, grass-roots procuratorates, grass-roots people's courts, grass-roots judicial assistance, and the construction of rural security in western China.
The "three supports and one support" plan is led by the Ministry of Human Resources and Social Security, organized and implemented by the provincial, district and municipal human resources and education departments. After graduation, college students go to the rural grass-roots level to work in supporting education, agriculture, medicine and poverty alleviation. The work time to promote the development of rural grass-roots social undertakings is generally two years, and during the work period, they will be given a certain living allowance. After the completion of work, they can choose their own jobs and enjoy certain preferential policies during their career selection.
2. Salary
Western Plan: As a national project held by the central government and benefited by the local government, the central and local finance should jointly bear the funds needed for the Western Plan. The central government will grant subsidies of 25000 yuan per person per year in the western region and 18000 yuan per person per year in the central region, and allocate them to provincial financial departments through the general transfer payment system.
If the salary of three supports and one support is determined according to the salary income level of local township authorities or public institutions, the central finance will also provide subsidies. The western, central and eastern regions are 25000 yuan, 18000 yuan and 8000 yuan per year respectively. During the service period, the provincial three branches and one support office will pay a monthly living allowance of 1400 yuan (including transportation subsidies, the same below), uniformly handle social insurance, and enjoy personal accident insurance of 200 yuan per person per year. The "three supports and one support" plan organized by each district and city can be implemented according to the provincial standards.
3. Expiration policy
Western Plan: Those who have served for more than 2 years and passed the examination, and who apply for the master's degree within 3 years after the expiration of the service period, add 10 points to the total score of the preliminary examination, and give priority to admission under the same conditions. Within 2 years after the expiration of the volunteer service without work experience before joining the Western Plan and passing the assessment (the volunteer of the graduate student support education group is counted from the graduation of the graduate student), they can equally enjoy the relevant policies of the current college graduates in terms of participating in the examination (recruitment) of institutions and institutions, attracting employment by various enterprises, starting their own businesses, settling down, entering schools, etc.
Three supports and one support: "Three supports and one support" college students who have completed their service take root in the grassroots. When the original service unit needs to fill vacancies, it should give priority to receiving the "three supports and one support" college students who have passed the assessment after the service period. When there are vacancies in various public institutions at county and township levels that need to be filled, they should also take certain positions to recruit these graduates. Those who start their own businesses at the end of their service period can enjoy the reduction or exemption of administrative fees, small loan guarantees, discount interest and other relevant policies.
