Prepare fresh red peppers, wash them and dry them.
Glutinous rice flour, add water.
Use a knife to cut a hole in the pepper and peel out the pepper seeds.

Put it in chilli. (Don't put too much glutinous rice, or it will not be easy to cook when frying).
