Transfer procedures of public institutions
1. Move for transfer. The administrative organ shall, according to the vacant posts and the number of posts, move for transfer and determine the positions and conditions for transfer.
2. Propose candidates. In combination with the situation of vacant posts in the administrative organs, the preliminary candidates and specific conditions of the personnel to be transferred are proposed.
3. Solicit opinions from the transfer out unit. Communicate with the transfer out unit for opinions on the proposed transfer, and obtain the consent of the transfer out unit.
4. Organize investigation. The organ to be transferred shall set up an investigation team to verify the "three years, two years and one identity" of the personnel to be transferred, organize a discussion with the transfer out unit to understand, and determine the investigation opinions.
5. Brainstorm and decide. The Party Group shall discuss and study collectively to determine the transfer target.
6. Publicity of transfer. Post the transfer announcement as required, generally not less than 5 working days.
7. Submit for approval or record. Report to the organization department for approval.
8. Handle transfer, appointment and civil servant registration procedures. The party group issues the appointment documents, the organization department issues the letter of introduction, and the personnel department of the administrative organ handles the registration procedures for enrollment, salary and civil servant.
The transfer of administrative organs from enterprises and institutions within the system is called reverse flow, mainly because it needs to occupy the administrative establishment, and the corresponding administrative establishment budget, so the difficulty is not generally great, especially the transfer of section level cadres. It is generally difficult to complete without the nodding of the main leaders of the organs or the help of the big leaders of the superior departments.
