To say that a person acts vigorously means that he acts vigorously and quickly.

During the Tang Dynasty, Han Yu, a doctor of Guozi, was demoted to Chaozhou as a governor because of his opposition to Tang Xianzong's welcoming Buddha bones. After he took office, he wrote the "Thank you List of Chaozhou Governor" to praise Tang Xianzong for his ability to listen to the government, turn the tide around, close and open the organs, and fly vigorously. Tang Xianzong thought he was very loyal, so he changed him to be the governor of Yuanzhou, and later changed him to be the son of the kingdom. So the word "flying like a thunderbolt" has been spread to this day.
