Prevention first refers to the most effective measures to prevent drugs, and comprehensive treatment refers to relying on the strength of the people and all sectors of society, dividing work and cooperation, and comprehensively using various means such as law, politics, economy, administration, education, culture, etc. to punish crimes, reform criminals, educate and save the wrong people, and prevent crimes.
