What are the four capacity building
Four capacity building means: 1. improving the ability of social units to check and eliminate fire hazards; 2. Improve the ability of social units to organize fire fighting; 3. Improve the ability of social units to organize evacuation; 4. Improve the fire protection publicity, education and training ability of social units.
1、 The "four capabilities" of fire protection are proposed by the Ministry of Public Security in building a social fire safety "firewall" project, namely:
1. Check the ability to eliminate fire hazards;
2. Fire fighting capacity at the initial stage;
3. Ability to organize personnel evacuation and escape;
4. Ability of fire propaganda, education and training.
1. Ability to inspect and rectify fire hazards.
First, the construction of unit fire prevention inspection and patrol team. Second, strengthen the construction of fire prevention inspection and patrol system. Third, clarify the inspection essentials and standardize the inspection contents. During the fire prevention inspection of the unit, it is required to inspect facilities and equipment, and it is forbidden to damage or misappropriate them; Check the lighting indication, and prohibit the blocking and damage. In the fire prevention patrol work, the inspection focuses on five aspects: "whether there are violations in the use of fire and electricity, whether the safety exits and evacuation passages are unblocked, whether the fire-fighting equipment and signs are intact, and whether the normally closed fire doors are closed". In the pre shift and post shift fire prevention inspection, employees should focus on the following four aspects: whether there are violations in fire and electricity use, whether the safety exits and evacuation routes are unblocked, and whether there is any fire left in the place. Fourth, implement the responsibility system for rectification of fire hazards.
2. Ability to put out initial fire.
Highlight the construction of "two teams": first, the first fighting force team for unit fire fighting. The first fighting force for fire fighting refers to the fire fighting and rescue force spontaneously formed by the employees of the unit on the fire scene within one minute. At the first time of discovering a fire, employees near fire extinguishers and facilities shall use fire extinguishers, fire hydrants and other equipment and facilities to extinguish the fire; Employees near the telephone or fire alarm button call "119" and report to the fire control room or unit duty personnel; Employees near the emergency exit or passageway are responsible for guiding people to evacuate. The second is the unit's second fighting force team. The second fighting force for fire fighting consists of the person in charge of fire safety of the unit, the manager and full-time and part-time fire management personnel. After the fire is confirmed, it should be formed within 3 minutes. According to the requirements of the fire fighting and emergency evacuation plan, it can be divided into communication and liaison group, fire fighting action group, evacuation guidance group, safety rescue group, on-site alert group, etc., to carry out fire fighting and rescue in response to the first fighting force for fire fighting. The two teams of the unit are important forces for fighting the initial fire.
3. Organize and guide personnel to evacuate and escape.
First, the person in charge of fire safety, fire safety managers and employees of the unit must be proficient in "four skills": mastering the evacuation routes of the unit, mastering the evacuation procedures for guiding personnel, mastering the use of escape facilities, and mastering the skills of self rescue in the fire scene. Second, evacuation safety signs or diagrams meet the "Seven Ones" standard. That is to say, a general layout plan of the unit shall be set up at a conspicuous position of the unit, an evacuation instruction diagram shall be set up at each floor or room, a use method sign shall be set up for each fire-fighting equipment, an emergency exit sign shall be set up at each emergency exit, and every 20? An evacuation indication sign shall be set every 50? M Set a warning sign, and set a warning sign at each dangerous place or position. The third is to set up "two books and three reminders". The unit is required to set up "fire safety responsibility notice" and "fire safety commitment letter" at the main entrance and exit, and prompt the fire danger, safety exits, evacuation routes and escape routes, as well as the location and use of fire-fighting equipment at prominent locations.
4. Ability to publicize, educate and train fire safety knowledge.
First, focus on fire training. The second is to promote fire safety knowledge. Third, strengthen the symbolic publicity of fire safety. According to the content and use place of fire safety signs, they can be divided into six categories: fire safety layout signs, fire safety knowledge publicity signs, fire safety key parts signs, fire safety facilities signs, fire extinguishing facilities, equipment signs and fire control room signs.
2、 Four responsibilities of the government for fire firewall:
1. Implement the organization and leadership responsibility of fire protection work;
2. Implement the responsibility of fire safety supervision;
3. Implement the supervision responsibility of fire-fighting facilities;
4. Implement inspection and assessment responsibilities.
3、 Four foundations of community and countryside:
1. Consolidate the foundation of organization construction;
2. Tamp the infrastructure construction foundation;
3. Consolidate the foundation of mass prevention and mass governance;
4. Consolidate the foundation of team building.
4、 Four abilities of social units.
To standardize the fire safety management behavior of social units; Establish a self management and restraint mechanism for fire safety self inspection, self removal of fire hazards, and self responsibility for fire protection; Achieve the goal of preventing fire, reducing fire hazards, and ensuring personal and property safety; Social units must have the ability to "check and eliminate potential fire hazards, organize fire fighting at the beginning of the fire, organize personnel evacuation and escape, and conduct fire education and training". Social units must "take care of their own fire safety".
