If the administrative organ fails to inform the citizen, legal person or other organization of the time limit for bringing a suit when it makes an administrative act, the time limit for bringing a suit shall be calculated from the date when the citizen, legal person or other organization knows or should know the time limit for bringing a suit, but the maximum time limit shall not exceed one year from the date when the citizen, legal person or other organization knows or should know the content of the administrative act.
If the reconsideration decision does not inform citizens, legal persons or other organizations of the time limit for bringing a suit, the provisions of the preceding paragraph shall apply.
