General Secretary Xi Jinping made a series of important arrangements for the treatment of new pollutants on several important occasions. In the report of the 20th National Congress of the Communist Party of China, it is clearly required to carry out the treatment of new pollutants. At the joint group meeting of the CPPCC National People's Congress and the CPPCC National People's Congress this year, General Secretary Xi Jinping specifically made important instructions on the treatment of new pollutants, emphasizing the need for a sense of governance, so that we will not fall behind in this regard.

In May 2022, the General Office of the State Council issued the Action Plan for the Treatment of New Pollutants (hereinafter referred to as the Action Plan), which clarifies the overall working ideas of "screening, evaluation, control" and "prohibition, reduction and treatment". With effective prevention of environmental and health risks as the core, follow the whole life cycle environmental risk management concept, strengthen the system and scientific and technological support, and improve the new pollutant control system. Through carrying out environmental risk screening and assessment of toxic and harmful chemicals, accurately screening and evaluating new pollutants under key control, scientifically formulating and implementing environmental risk control measures for the whole process in accordance with the law, and reducing the environmental risk of new pollutants.

 
Since the issuance of the Action Plan, the Ministry of Ecology and Environment, together with relevant departments and local governments, has steadily promoted the treatment of new pollutants, eliminated eight kinds of new pollutants under key control, and made important progress in the treatment.

Establish and improve the work promotion mechanism

Establish an inter ministerial coordination group for new pollutant treatment led by the Ministry of Ecology and Environment and composed of 15 departments (referred to as the coordination group for short) to jointly formulate the division of tasks and annual work plan of the department, jointly issue policy documents and carry out joint research. As the leader of the coordination group, Minister Huang Runqiu regularly presided over the meetings of the coordination group to comprehensively promote the implementation of all work. A new pollutant control expert committee composed of several academicians and well-known experts was established. It has guided 31 provinces and Xinjiang Production and Construction Corps to print and distribute the work plan for new pollutant treatment at the provincial level, and initially formed a working mechanism of national overall planning, provincial overall responsibility, and municipal and county implementation. Study, formulate and issue the implementation tracking evaluation notice, and start the mid-term evaluation of the implementation of the Action Plan.

Accelerate the construction of regulations and standards system

Relevant requirements for the treatment of new pollutants have been incorporated into the Yellow River Protection Law, and the formulation of environmental risk management regulations for chemical substances has been incorporated into the legislative plan of the State Council. We printed and issued three departmental regulations, including the measures for environmental management and registration of new chemical substances, the list of key controlled new pollutants, and a number of administrative normative documents, including the list of priority controlled chemicals, to further consolidate legislative practice. Several technical standards and technical documents, such as the technical guidelines for priority assessment of chemical substances screening and the technical guidelines for assessment of chemical substances' environmental and health hazards, have been issued to continuously improve the technical standard system for new pollutant treatment.

Focus on prevention and control of prominent environmental risks closely related to people's health and safety

The Ministry of Ecological Environment, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the General Administration of Customs and the State Administration of Market Supervision jointly issued the list of the first batch of key controlled new pollutants, and implemented environmental risk management and control measures for 14 types of key controlled new pollutants in the whole life cycle, such as prohibition, restriction and emission limitation. Among them, by the end of 2023, the production, use, import and export of 8 kinds of new pollutants under key control will be eliminated, including short chain chlorinated paraffins used to produce student bags, plastic runways, children's toys, etc.

Carry out environmental risk investigation of new pollutants

We printed and distributed the statistical investigation system of environmental information on chemical substances, completed a thorough investigation of the production and use of more than 4000 highly hazardous and environmentally detected chemical substances in 122 industries, more than 70000 enterprises, and preliminarily grasped the distribution of potential new pollutants. The chemical substances that have been banned and restricted in the world and still have production and use in China will be included in the assessment plan in priority, and the environmental risk assessment of the whole life cycle will be carried out.

Focusing on "preventing disease" and promoting high-quality development of relevant industries

We will fully implement the environmental management and registration system for new chemicals and prevent "potential new pollutants" from entering economic and social activities and the ecological environment. Up to now, more than 20000 new chemicals have been approved and registered, and more than 3200 environmental risk control measures have been proposed. In the work of revising the guidance catalog for industrial restructuring, promoting cleaner production, and printing and issuing green product evaluation standards, new pollutant control requirements are included to guide the high-quality development of the industry.

Carry out publicity and education in various forms

In view of the "new" characteristics of the new pollutant treatment, through press conferences, expert symposiums, expert interpretation, specially invited observer interviews, making dithering sound, public account release and other ways, we will focus on science popularization publicity, and strive to improve the understanding of all parties on the new pollutant treatment work. The research puts forward the demand for scientific research and development of new pollutant treatment, and guides scientific research to focus on the key and difficult points of new pollutant treatment by participating in academic conferences such as the annual meeting of the Chinese Society of Environmental Sciences.

 
The Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Construction of a Beautiful China (hereinafter referred to as the Opinions) has defined the goal of effective control of environmental risks of new pollutants by 2035, and has deployed a number of major tasks for new pollutant treatment, which has been fully incorporated into the blueprint for building a beautiful China.
