In order to do a good job in the 2022 application and review work of Xiamen Electric Power Intermediate Engineer, the relevant matters are notified as follows:
1、 Scope and object of review
（1） All engineering and technical personnel (including floating personnel outside the city) who are directly engaged in technical work related to power and electricity in enterprises and public institutions in our city (excluding provincial and ministerial units stationed in Xiamen) meet the requirements of the Notice of the Human Resources and Social Security Department of Fujian Province <Interim Measures of Fujian Province on the Management of Professional Title Evaluation> (MRSF [2021] No. 1), Opinions of Fujian Provincial Human Resources Department of Fujian Economic and Trade Commission on the Implementation of Fujian Provincial Engineering and Technical Personnel Qualification Review (MMJT [2003] No. 299), and Notice of Fujian Provincial Human Resources and Social Security Department on Establishing the Corresponding Relationship between Some Professional and Technical Qualifications and Professional Titles (MRSF [2019] No. 1), Notice of Fujian Provincial Department of Human Resources and Social Security on Supporting the Professional Integration and Development of High skilled Talents and Professional and Technical Talents in the Engineering Technology Field (MRSF [2019] No. 2) and other relevant documents, and those who have not reached the national statutory retirement age can apply.
（2） Residents in Fujian and Taiwan can apply for review on their own according to the conditions specified in the Notice on Carrying out Pilot Work of Qualification Review for Engineering and Technical Professional Positions of Residents in Fujian and Taiwan (MRF [2008] No. 70) issued by the Human Resources Development Office of the Provincial Civil Service Bureau. Professional and technical talents from Hong Kong, Macao and Taiwan who are employed in Fujian, as well as foreigners who hold foreign permanent residence identity cards or residence cards issued by various regions for overseas high-level talents, can be issued according to <Interim Measures of Fujian Province on the Management of Professional Title Evaluation> (MRSF [2021] No. 1).
2、 Review discipline and level
Qualification for intermediate professional and technical positions in power and electrical engineering.
3、 Declaration method
The combination of online declaration and on-site audit shall be adopted, and the unit shall uniformly organize the declaration and delivery of materials, and individual declaration is not accepted. Specific requirements are as follows:
（1） Online declaration
The applicant registers, logs in and fills in the "Application and Evaluation System for Professional Titles of Xiamen Engineering Economy, Arts and Crafts Series" (hereinafter referred to as "Application and Evaluation System for Professional Titles") www.xmzcps.com, and the materials not applied online will not be accepted.
Online declaration time: 8:00, May 22, 2023 - 17:30, June 21, 2023.
2. The applicant shall submit the completed data to his/her unit for review (the unit shall register in the professional title application and review system in advance). If he/she is a dispatched person, the name of the unit at the time of application for registration shall be: dispatch company (dispatched to the actual work unit), such as Xiamen XX Talent Development Center (dispatched to XX company), The attachment to the business license uploaded during registration shall be the business license of the dispatch company.
（2） On site audit
1. After the online preliminary review, the application unit will make an online appointment for on-site review in the "Professional Title Application Review System", and go to the site for on-site review with the appointment information. See Annex 1 to Annex 5 for application materials and requirements.
2. On site audit time: 8:30-12:00 am and 14:00-17:30 pm on working days from May 22 to June 21, 2023.

4、 Other matters
（1） The term of office of the applicants shall be calculated to December 31, 2022, that is, the deadline for calculating the professional and technical personnel's working qualifications and relevant certificates shall be December 31, 2022. Those who have not reached the specified term shall not be declared. Performance achievements, academic qualifications (degrees), continuing education hours, published papers, publication date of invention patent authorization, social security vouchers, etc. obtained after December 31, 2022, are not effective materials for 2022 annual review.
（2） If the applicant obtains the professional title by providing false materials, plagiarizing others' works and academic achievements or by other improper means, the human resources and social security department or the organization of the jury shall revoke the professional title, and shall not apply for the professional title within two years, and shall be recorded in the professional title review integrity file database, and included in the national credit information sharing platform, with a record period of three years.
（3） The list of persons who have passed the review will be publicized on the "official website of Xiamen Municipal Bureau of Industry and Information Technology" (gxj. xm. gov.cn) and "Red Grid" (www.hongdw. com) for five working days, and the official approval document shall prevail. The applicants who fail to pass the review will not be reevaluated.
