We will tap into China's excellent traditional ecological cultural ideas and resources, launch a number of excellent works of ecological literature, and promote the prosperity and development of ecological culture. Make full use of museums, exhibition halls, science and education centers, etc. to publicize the vivid practice of building a beautiful China.

（22） Practice a green and low-carbon lifestyle. Advocate a simple and moderate, green and low-carbon, civilized and healthy lifestyle and consumption mode. Develop green tourism. We will continue to promote the "CD-ROM Action" and resolutely stop food and beverage waste. Encourage green travel, promote the construction of urban greenway network, and deeply implement the priority development strategy of urban public transport. We will deepen patriotic health campaigns. Improve the level of waste classification management, and promote the full coverage of waste classification in urban residential areas at prefecture level and above. We will build standards, certification and identification systems for green and low-carbon products, and explore the establishment of public participation mechanisms such as "carbon inclusive".

We will strengthen the rule of law guarantee for the construction of a beautiful China, promote the formulation and revision of relevant laws in the fields of ecological environment, resources and energy, promote the compilation of the ecological environment code, improve public interest litigation, strengthen judicial protection in the field of ecological environment, and comprehensively promote compensation for ecological environment damage. We will strengthen the coordination and cooperation between administrative law enforcement and justice, and strengthen the connection and cooperation in information notification, situation consultation, evidence retrieval, dispute resolution, ecological restoration, etc. We will build a large pattern of protection and governance from the mountain top to the ocean, and implement the strictest ecological environment governance system. We will improve the source prevention management system of environmental impact assessment, fully implement the emission permit system, and accelerate the construction of an environmental protection credit supervision system. Deepen the reform of the legal disclosure system of environmental information, and explore environmental, social and corporate governance evaluation. Vigorously develop green finance, support eligible enterprises to issue green bonds, guide various financial institutions and social capital to increase investment, explore financial support models for regional environmental protection construction projects, steadily promote climate investment and financing innovation, and provide financing support for the construction of beautiful China.

（26） Strengthen scientific and technological support. We will promote self-reliance and self-improvement in green and low-carbon technology, innovate ecological and environmental science and technology systems and mechanisms, and build a market-oriented green technology innovation system. The key areas of national basic research and scientific and technological innovation are pollution reduction and carbon reduction, multi pollutant coordinated emission reduction, climate change response, biodiversity protection, new pollutant treatment, nuclear safety, etc., and key core technologies are strengthened. Strengthen the deep integration of enterprises, universities and research institutes, guide enterprises, universities and research institutes to jointly build a number of green and low-carbon industrial innovation centers, and increase the supply of efficient green environmental protection technology and equipment products.
