Fujian Economic Stability Observation: New Highland of New Material Industry Rising in Northern Fujian

Fluorine new materials are widely used in electric vehicle fuel cells, 5G communication semiconductor materials, mobile phone liquid crystal materials and other fields. Fluorite, a world-class rare resource similar to rare earth, is the basis of new fluorine materials. Only with fluorite ore can hydrofluoric acid be produced.

The proven reserves of Shaowu fluorite mine reached 7.24 million tons, accounting for more than half of the 10 counties (cities and districts) in northern Fujian. Relying on the rich fluorite resources and the industrial foundation formed by the "small third line" construction, Shaowu City is committed to building a growth pole of strategic emerging industries in Fujian Province, and striving to build a new highland of the national and global fluorine new material industry.

"We have 180 independent intellectual property rights, participated in the drafting of 5 national standards and 1 industrial standard, and have successively won the honors of national high-tech enterprise, national enterprise technology center, national intellectual property advantage enterprise, etc." In the research and development building of Yongjing Technology Co., Ltd. located in Shaowu City, Fujian Province, Luo Weifen, deputy director of Yongjing Technology R&D Center, told reporters in a recent interview that the company's fluorine fine products are exported to more than 30 countries and regions, including Europe, America, Southeast Asia and Japan.

At present, among the 147 enterprises above the designated size in Shaowu City, 55 are engaged in the new material industry, mainly focusing on four industrial lines of high-end fluorine materials, new energy materials, wet electronic chemicals, and chip materials.

The rise of a new highland of new material industry cannot be separated from a good environment. As early as 2006, Shaowu City planned and built Jintang Industrial Park with the standard of "park oriented, professional and ecological". The park was identified as the development base of fluorine chemical industry in Fujian Province in 2016 and listed in the first batch of 16 standardized construction demonstration pilot parks in Fujian Province in 2020.

In 2022, Shaowu fluorine new material industry will be listed in the Special Plan for High Quality Development of Fujian's Manufacturing Industry during the 14th Five Year Plan Period. Shaowu set up a leading group for the new fluorine material industry, and introduced a number of leading fluorine chemical industry projects in succession by means of business invitation, summit forum, etc., to build a good framework for industrial clusters.

At present, half of the top ten fluorine new material enterprises in China, such as Shanghai Sanaifu, Shenzhen Xinzhoubang, Zhejiang Yonghe, are located in Shaowu City; The four series of industrial chains are complete, and all are driven by leading enterprises.

Shaowu's new material industry has broken through the cocoon and flown out of the mountain. In August 2022, Yuanxiang New Material was listed on the GEM of Shenzhen Stock Exchange, the first local listed enterprise in Shaowu. This is currently the leading enterprise in the subdivision field of nano silica for high-temperature vulcanized silicone rubber in China, and has won the "national single champion in manufacturing industry".

Shaowu also issued the Measures for the Implementation of Talent Work Policies. According to the regulations, as long as applicants are in urgent need of talents, they can enjoy preferential policies such as housing subsidies and children's schooling according to their educational background. So far, Shaowu has granted special funds of 130 million yuan to all kinds of talents, and set September 13 every year as "Talent Day".

Therefore, Jingyu, a postdoctoral fellow of Changchun Institute of Applied Chemistry of the Chinese Academy of Sciences, came to Shaowu to establish Fudou New Materials and produce large-scale integrated circuits, artificial intelligence, photovoltaic optical fibers, etc; Yang Guoming, a doctor of Zhejiang University, founded Runhua Chemical in Shaowu City, focusing on the R&D and production of perfluorobutyl sulfonic acid and fluorine containing aromatic compounds.

On March 29 this year, Shao Wufu New Material Innovation Institute was inaugurated in Fuzhou University. Chen Xianqing, secretary of Shaowu Municipal Party Committee, said that he would continue to practice the "three to spirit" of "being on call, not being called, and providing considerate services" to create the best ecology for high-end talents to work and live in Shaowu and give maximum support.
