Jianhu County Financial Media Center is a fully funded institution directly under the county party committee. In order to strengthen the construction of the talent team of the Center, supplement excellent and qualified talents, and optimize the personnel structure, according to the spirit of the Measures of Jiangsu Province for Public Recruitment of Public Institutions (SBF [2020] No. 9), after research, it is decided to recruit 6 staff members from the public. Relevant matters are hereby announced as follows:
1、 Recruitment position
For specific posts and job recruitment conditions, see the Post Table of Public Recruited Personnel in Jianhu County Financial Media Center in 2024 (Annex 1, hereinafter referred to as the Post Table).
2、 Recruitment conditions
1. Having the nationality of the People's Republic of China;
2. Abide by the Constitution and laws of the People's Republic of China, and support the leadership of the Communist Party of China and the socialist system;
3. Have good conduct;
4. Have the physical conditions required by the post;
5. Aged over 18 and under 35 (born between May 13, 1988 and May 17, 2006); The age of those who have 3 years or more of media experience and have obtained intermediate or higher professional and technical titles in news series can be extended to 40 years old (born after May 17, 1983);
6. Having the qualifications required for the corresponding positions in the Post Table, of which the setting directory of "specialty" in the qualification conditions is the Reference Directory of Jiangsu Province for Civil Servants Employed in 2024 Annual Examination;
7. There is no household registration restriction for this public recruitment;
8. When applying for a job, Taiwan students who have obtained the academic qualifications of ordinary colleges and universities in the mainland of the motherland and other Taiwan residents who have obtained the academic qualifications recognized by the mainland of the motherland shall comply with the relevant provisions of the state and Jiangsu Province;
9. If graduates of ordinary colleges and universities in 2024 can provide the Graduate Employment Recommendation Form (original) and the Online Verification Report of Student Status of the Ministry of Education, the date of obtaining the diploma (degree) can be extended to August 31, 2024.
3、 Registration and qualification
（1） Time and place of registration
On site registration is adopted. Registration time: from May 13, 2024 to May 17, 2024, 9:00-11:30 a.m. and 3:00-5:30 p.m. (except holidays). Registration place: Office on the sixth floor of Jianhu County Financial Media Center (No. 1, Huzhong South Road, the county seat).
（2） Materials to be submitted by applicants
① Registration Form for Public Recruitment of Jianhu County Financial Media Center (front and back printed, in triplicate, see Annex 2), please download the registration form on the website of Jianhu County People's Government (website: www.jianhu. gov.cn); ② Three recently bareheaded 1-inch front color photos with the same bottom; ③ The original and photocopy of ID card, academic certificate, degree certificate, among which the academic degree obtained abroad must be certified by the China Overseas Study Service Center of the Ministry of Education; ④ In 2024, fresh graduates of ordinary colleges and universities will provide the Graduate Employment Recommendation Form (original) and the Online Verification Report of Student Status of the Ministry of Education; ⑤ The in-service personnel must provide the consent certificate of the unit, the social personnel who are not employed must provide the relevant certificate of the personnel file agency, and the graduates who are entrusted with training or orientation must also provide the consent certificate of the school that is approved by the entrusted training or orientation unit; ⑥ Other proof materials of recruitment conditions, such as press card and media experience.
If it is difficult for me to register on site within the specified time, I can entrust others to register on my behalf. The nominee must provide my ID card, power of attorney and other documents to be provided. The examination fee shall be charged according to the relevant standards approved by the provincial financial and price departments, and 100 yuan per person.
（3） Please do not apply for any of the following situations
① Active servicemen or college students who are not graduates of 2024;
② The Regulations on Personnel Management Evasion of Public Institutions specifies the posts that should be avoided;
③ The Measures for Public Recruitment of Personnel in Public Institutions of Jiangsu Province (SBF [2020] No. 9) will come into force on March 13, 2020. According to the public recruitment announcement of public institutions issued later, the personnel on the payroll (on the register) who have been employed in various local public institutions of Jiangsu Province for less than three years of service before registration;
④ By the end of registration, newly recruited civil servants with less than five years of service, or those who are stipulated (including those specified in the agreement) not to be dismissed from their work units (posts), or those who are otherwise stipulated by the state and the province not to be recruited to public institutions;
⑤ The period of influence such as admonition, organizational treatment or party discipline and government punishment has not expired or its use has been affected upon expiration;
⑥ Violating the criminal law and being exempted from criminal punishment;
⑦ A person is fined for a crime, or the circumstances of the crime are minor, and the People's Procuratorate decides not to initiate a prosecution according to law or the People's Court is exempted from criminal punishment according to law;
⑧ Having received reeducation through labor;
⑨ Being subject to disciplinary review;
⑩ The time limit for criminal punishment has not expired or the suspect is under investigation;
? Those who have been expelled from the Communist Party of China or the Communist Youth League of China, or who have been removed from the membership of the Communist Party of China (including preparatory status);
? Joining the Communist Youth League of China or the Communist Party of China in violation of regulations;
? Being expelled from school during school;
? Listed as the object of joint punishment for dishonesty according to law;
? Other situations in which participation is expressly prohibited by laws and regulations.
（4） Qualification examination
Jianhu County Financial Media Center is responsible for reviewing the qualifications of applicants. If they pass the examination, they will be notified to obtain the examination permit. The registration information cannot be changed after the preliminary qualification review. The proportion between the number of people passing the qualification review and the number of people in the recruitment positions shall not be less than 3:1; If it is less than 3:1, it will be reduced accordingly until the recruitment plan for the position is cancelled.
4、 Organize examination
The examination takes the form of combining written examination and professional skill test. The specific time and place of the examination will be notified later.
（1） Written examination
The total score of the written examination is 100 points, and 60 points is the qualified line. The written examination mainly tests the comprehensive knowledge and the necessary professional knowledge of the post. Those who fail to reach the qualification line are not allowed to enter the next recruitment link.
（2） Qualification review
Before the professional skill test, the recruitment unit shall review the qualifications of candidates for the professional skill test. Where the certification materials provided by the examinee affect the results of qualification review, their examination qualifications will be cancelled, and the candidates for professional skill test will be replaced from high score to low score among those qualified in the written examination.
（3） Professional skill test
Among those who pass the written examination, according to the order of scores from high to low, the candidates for the professional skill test shall be determined according to the number of people to be hired 1:3 (including the last one with the same score), and those who are less than 1:3 shall be determined according to the actual number of people who reach the qualified line.
The total score of professional skill test is 100 points, and 60 points are qualified. It mainly tests the professional skills suitable for the post. The post of All Media Journalist (01 post) mainly tests the candidates' abilities in photography, document writing and basic video editing; The written journalist (editor) post (02 post) mainly tests the candidates' abilities in copywriting planning, news writing, manuscript editing, etc; Video production post (post 03) mainly tests the candidates' short video planning, shooting, post production and other abilities.
（4） Calculation method of total score
The total score of recruitment is 100 points. The total score of the examinee is calculated according to the proportion of 50% of the written test score and 50% of the professional skill test score. The scores of written examination and professional skill test shall retain two decimal places, and the third decimal place shall be rounded off. If the total score of the examinee is the same, the one with high professional skill test score shall be selected; The total scores and professional skill test scores are the same, and the ranking will be determined through additional tests. The method, time and place of additional tests will be notified separately.
5、 Physical examination and inspection
According to the total score, the candidates for physical examination shall be determined according to the ratio of 1: 1 of the number of people to be recruited in the recruitment post from high score to low score. The physical examination shall be carried out in accordance with the Jiangsu Civil Servant Recruitment Physical Examination Method and the General Standards for Civil Servant Recruitment Physical Examination (Trial). After the physical examination, the qualified personnel shall be inspected according to relevant regulations. The investigation organization unit shall formulate an investigation plan, clarify the contents and methods of the investigation, and the investigation standards shall be in accordance with the methods of civil servant recruitment and investigation in Jiangsu Province and the relevant requirements of civil servant recruitment and investigation in Yancheng City. If there is a vacancy in the recruitment position due to personal abandonment, physical examination or unqualified investigation, the candidates who pass the examination for the position will be filled in according to the total score from high to low (the same choice method as before for the same score).
6、 Publicity and employment
According to the investigation of physical examination, the proposed candidates are determined and publicized on the website of Jianhu County People's Government (website: www.jianhu. gov.cn) for 7 working days.
After the list of candidates to be employed is publicized, if the candidate abandons the employment qualification without justified reasons, the recruitment unit or the competent recruitment department can cancel the qualification of re applying to the unit within one year after the list is publicized. For the personnel who have no objection to the publicity, the recruitment unit shall, after filing with the comprehensive personnel management department of the public institution according to the personnel management authority and going through the relevant procedures, sign the employment contract with the personnel to be employed according to the regulations and agree on the probation period. After the probation period expires and the assessment is qualified, the post and grade will be determined; Those who fail to pass the assessment will be disqualified and the employment contract will be terminated. In 2024, graduates of ordinary colleges and universities who fail to provide academic qualifications and corresponding degree certificates within the time limit will be disqualified from employment. Once employed, the employee must serve in the unit for more than 5 years (including the probation period). After the employment is approved, it will not be supplemented.
7、 Discipline supervision
This recruitment work adheres to the principles of openness, fairness and impartiality, strictly implements the relevant recruitment disciplines, handles affairs impartially, operates in a sunny way, makes information, procedures and results public, and consciously accepts the supervision of relevant departments and society. In case of fraud or violation of rules and disciplines, the recruitment qualification of relevant candidates will be cancelled, and the relevant parties will be severely punished.
