In combination with the development foundation of Nimu County, Beijing has invested Tibet aid funds to implement the targeted poverty alleviation project for farmers and herdsmen to relocate and settle down, and the demonstration project for characteristic economic construction. The project is located in Karu Township, Nimu County. The first phase of construction focuses on building agricultural leisure area, experience area and forest resort, and cultivates three agricultural leading industries and folk custom tourism, namely big peach, walnut and Tibetan chicken; Transform folk village and improve reception capacity; Build a new village for relocation in Beijing; The second phase focuses on the construction of leisure and sightseeing agricultural area and Walnut Square in Karu Village, striving to build a model township for poverty alleviation and well-off society.
The project will achieve a win-win situation for farmers, enterprises, government and society. Farmers shake off poverty and increase income by moving to new houses, and enterprises make profits. The operating income of the project is first distributed to poor households according to the share ratio and the number of people. For government revenue, 50% will be allocated to other poor households with registered cards in the county before 2020, 30% will establish a sustainable development fund, and 20% will be returned to local people; After 2020, 50% will be used for sustainable development funds, 30% will be attributed to fiscal revenue, and 20% will be used to ensure and consolidate the poor marginal households not to return to poverty.
Implant new ideas to guide the integrated development of primary and tertiary industries
Beijing has experience in promoting the development of "trench economy". The project site has the development conditions of typical gully economy. By introducing the development concept of gully economy and integrating the favorable conditions for the development of primary and tertiary industries, it will promote the development of agricultural industrial structure from a unified structure dominated by grain production to a diversified direction dominated by cash crop production. Promote new mode, transform traditional planting and strengthen integration of agriculture and tourism
We will protect the original Tibetan chicken species in Nimu County, promote the industrialization of plateau planting, vigorously develop the big peach and walnut industries, and improve farmland irrigation facilities and equipment, build a display and sales center for special products, build local folk tourism, and combine traditional industries such as agriculture and animal husbandry with tourism through the construction project of Nimu County planting standardized employment base, It is conducive to transforming the planting mode of farmers and herdsmen, creating advantageous industries, and developing Tibetan featured products. At the same time, we will vigorously develop district level supporting facilities for leisure and sightseeing agriculture, and build agriculture, animal husbandry, etc. into one of the elements of agricultural tourism development.
Introducing new subjects to promote rural reform and deepen cooperative management
Establish a registered farmer and herdsman professional cooperative of poverty-stricken households with the secretary of the township party committee in the project location as the main person in charge, introduce USUNHOME Cultural Tourism Group, and jointly invest with farmers and herdsmen professional cooperative and county investment company to establish Nimu Hemei Rural Folk Culture Tourism Company and Nimu Modern Agricultural Development Company as project operating companies. Among them, USUNHOME Cultural Tourism Group holds 51% shares, farmers and herdsmen professional cooperatives 34% shares, and county investment companies 15% shares, forming a project operation guarantee mechanism for specialized operation and focusing on targeted poverty alleviation.
