[RSB [2009] No. 42] Notice on Overall Implementation of Guiding College Graduates to Rural Grass roots Service Projects

Party Committee Organization Department, Human Resources and Social Security (Personnel, Labor Security) Department (Bureau), Education Department (Education Commission), Finance Department (Bureau) and Youth League Committee of all provinces, autonomous regions and municipalities directly under the Central Government:

In accordance with the spirit of the Notice of the General Office of the State Council on Strengthening the Employment of Graduates of Regular Institutions of Higher Learning (GBF [2009] No. 3), in order to further strengthen the employment of college graduates, continue to implement and improve the project of the relevant central departments guiding college graduates to rural grass-roots services (hereinafter referred to as the special projects), the relevant issues are notified as follows:

1、 The special projects mainly include: "selecting college graduates to work in villages" led by the Central Organization Department, "special post plan for school teachers in rural compulsory education stage" led by the Ministry of Education, "three support and one support" plan for college graduates organized by the Ministry of Human Resources and Social Security, and "college students volunteer service plan in the west" organized by the Central Committee of the Communist Youth League Etc.  

2、 The Central Organization Department, the Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Finance, and the Central Committee of the Communist Youth League have established an inter ministerial coordination mechanism to guide and encourage college graduates to find jobs at the grass-roots level under the framework of the inter ministerial joint meeting of employment work. The office is located in the Human Resources and Social Security Department, which is responsible for communication and coordination in terms of research and determination of plans, organization of enrollment and recruitment, job placement, and introduction of preferential policies. The competent departments of each special project remain unchanged and are still managed in the current way.  

Each province, autonomous region and municipality directly under the Central Government should also establish a departmental coordination mechanism composed of organizations, human resources and social security, education, finance, Youth League Committee and other departments under the framework of the Joint Employment Work Conference, and clarify the relevant responsibilities, and organize and implement the work under the guidance of the organizations, human resources and social security departments.  

3、 The work and living subsidies for college graduates of various special projects shall be paid on a monthly basis according to the posts they are currently engaged in, with reference to the salary income level of civil servants newly recruited from college graduates by local township authorities and staff newly recruited from college graduates by public institutions after the probation period expires. Those who work in hard and remote areas shall be granted subsidies for hard and remote areas according to regulations. For existing projects that are higher than this standard, the current standard shall prevail.  

4、 Graduates of colleges and universities of various special projects who have not participated in social insurance during their service period will participate in corresponding social insurance in accordance with local regulations from 2009. Where a supplementary medical insurance system is established, supplementary medical insurance shall be handled on the basis of basic medical insurance.  

The part of social insurance paid by the unit shall be paid by the department responsible for issuing work and living subsidies to college graduates, and the part of personal payment shall be withheld from the personal subsidies by the department responsible for issuing work and living subsidies to college graduates. The specific procedures shall be handled by the county (city, district) responsible for issuing work and living subsidies to college graduates The living allowance department shall go to the local social insurance agency to handle it. Among them, according to the Regulations on Work Injury Insurance, the work-related injury benefits that should be paid by the employer should be paid by the department responsible for the work and living subsidies of college graduates. Relevant expenses shall be included in the scope of work and living subsidies granted by the finance.  

5、 When recruiting civil servants, the party and government organs at or above the prefecture (city) level in provinces, autonomous regions, and municipalities directly under the Central Government should adhere to the principle of "examination is required for all applicants", and clearly define the proportion of employees with more than two years of grass-roots work experience. County and township authorities should set up certain positions to recruit college students for special projects such as village posts. Graduates of special projects who have passed the assessment after their service expires will enjoy the preferential policies for civil servants employed by the Party and government organs at or above the prefecture (city) level in all provinces, autonomous regions, and municipalities directly under the Central Government. Within the scope of the proportion of employees with more than 2 years of grass-roots work experience, those who meet the specified conditions are equally qualified to apply for the examination.  

6、 College graduates are encouraged to stay in the local area for employment after the completion of the project. In the future, the institutions participating in various special projects will have corresponding natural downsizing vacancies, and all college graduates who have completed their service will be employed. Since 2009, college graduates who have served in township institutions for more than one year can sign employment contracts with their units for at least three years after passing the assessment in the case of current job vacancies.  

All relevant departments should formulate practical and effective measures to fully tap the employment positions of the system and actively recruit college graduates into the system. The relevant public institutions at or above the county level in all provinces, autonomous regions, municipalities directly under the Central Government and counties shall offer a proportion of not less than 40% to recruit college graduates who have passed the assessment after the service period of each special project.  

7、 Graduates who have passed the assessment after the service period of each special project to choose their own jobs and start their own businesses will enjoy various preferential policies as stipulated in the GBF [2009] No. 3 document. The talent service institutions and public employment service institutions affiliated to the human resources and social security department will provide free employment guidance, employment recommendation, entrepreneurship guidance and other public services. Each competent department shall give full play to its own resource advantages and actively recommend graduates who have passed the assessment after the service period of each special project to obtain employment.  

Graduates of special projects who have served at the rural grass-roots level for more than 2 years and applied for the master's degree within 3 years after the expiration of the service period will be given 10 points in addition to the total score of the preliminary examination. Priority will be given to admission under the same conditions. Graduates of colleges and universities in various special projects who have passed the assessment at the end of the period and meet the corresponding conditions according to the regulations can enjoy the corresponding tuition compensation and student loan compensation policies according to the regulations. The length of service of college graduates of various special projects at the rural grass-roots level is calculated. If the employee comes to the enterprise for employment after the service period, the social insurance relationship shall be transferred according to the regulations.  

8、 The central and local governments will continue to allocate special funds for the work, living subsidies, social insurance and other expenses of college graduates who participate in various special projects. Local governments can adjust the standard of work and living subsidies for college graduates during their service according to the local economic development level and price level. It is necessary to strengthen fund management, ensure that special funds are used for specific purposes, effectively ensure that college graduates' work and living subsidies are paid in full on a monthly basis, and handle social insurance for them according to regulations.  

9、 All departments in charge of special projects should clarify their responsibilities, cooperate closely, and constantly improve the work coordination mechanism. The selection and recruitment of special projects shall be organized and implemented by provinces, autonomous regions and municipalities directly under the Central Government as a whole. All provincial organizations and human resources and social security departments can, according to the current recruitment methods of each special project, make overall plans for the statistics of rural grass-roots job demands, formulate work plans, report the recruitment plans by project and organize the implementation by category. We should pay attention to summing up and applying the existing experience to solve the outstanding problems, strive to explore and establish a long-term mechanism for college graduates to find employment at the grass-roots level, further expand the employment channels for college graduates, and provide a strong guarantee for college graduates to work at the rural grass-roots level.
