This year marks the 10th anniversary of the implementation of the Western Plan and the 15th anniversary of the work of the China Youth Volunteer Postgraduate Education Corps. Over the years, thousands of service counties and university project offices throughout the country have carried out fruitful work and made positive contributions to deepening the implementation of this work. From the end of May to the beginning of July this year, in order to thoroughly study and implement the important speech of General Secretary Xi Jinping during the May 4th Movement and a series of instructions from the central leadership, and in accordance with the 17th National Congress of the Communist Youth League of China and the relevant requirements of the leaders of the Secretariat of the Central Committee of the Communist Youth League of China on "continuing to do a good job in" the Western Plan, we deepened the work related to the Western Plan as a "central financial performance assessment project", In accordance with the provisions of relevant documents jointly issued by the Central Committee of the Communist Youth League and other four ministries and commissions and the work arrangement of the 2013 Western Plan, the National Project Office, together with provincial project offices, organized and carried out the performance appraisal of the Western Plan to serve counties and university project offices from 2012 to 2013. After comprehensive assessment, 65 service county project offices including Yuquan District Project Office in Hohhot City, Inner Mongolia, and 211 university project offices including Peking University were rated as sub project offices with excellent annual performance assessment. Now, the list of excellent performance appraisal service counties and university project offices is announced.

It is hoped that project offices at all levels will earnestly learn from the good experience and good practices of excellent sub project offices, further summarize and learn from successful experiences, constantly improve policies and measures, improve working mechanisms, conscientiously do a good job in the publicity of selecting excellent models, and extensively carry out the tour report group activities for the tenth anniversary of the "Chinese Dream? Western Situation" Western Plan by serving counties and colleges, Promote the brand building and scientific development of the Western Plan, further establish the concept of serving young volunteers wholeheartedly for the implementation of the Western Plan, comply with the needs of economic and social development at the grass-roots level in western China, listen to the voice of young volunteers, strengthen management services, adhere to the equal emphasis on training and use, and better serve the new round of western development and talent power strategy, To help the majority of young students to join the grass-roots level in the west, to experience training in the process of volunteer service in ethnic minority areas, old revolutionary base areas, border areas and poor areas, to constantly improve their awareness of national conditions, spiritual will, moral concepts and abilities, and to contribute to the realization of the "Chinese Dream" of the great rejuvenation of the Chinese nation.
