On July 13, 2016, the opening ceremony of the centralized training of the Western Plan of Volunteer Service for College Students in Sichuan Province was held in Chengdu Campus of Sichuan Normal University. During the official three-day centralized training, the Sichuan Provincial Committee of the Communist Youth League and the Western Plan Project Office of Sichuan Province will organize volunteers to learn the concept of volunteers and the spirit of relevant documents of the Western Plan, and carry out corresponding skills training for different volunteer service posts. Doctors from the Provincial Party School, the Provincial Poverty Alleviation Office and the China Agricultural University will be invited to teach the volunteers the core socialist values Targeted poverty alleviation, volunteerism and other courses.

At the opening ceremony, Feng Dukuan, a 2013 volunteer of the Western Plan and a graduate of Sichuan Normal University, made an exchange speech on behalf of the former volunteers of the Western Plan, calling on the new volunteers to live and work with a "true selfless dedication mentality", to strive to practice the volunteer spirit of "dedication, fraternity, mutual assistance and progress", and to be strict with themselves, Do something and do nothing, so that the journey of the Western Plan will become a beautiful scenery in your life. In 2016, Lu Zhijiang, the representative of the Western Plan for College Students Volunteer Service and the graduate of Zhejiang Ocean University, expressed his desire and determination to devote himself to the construction of the western region, and to take the growth path of combining with practice and the people on behalf of the new volunteers.

Zhang Rong, deputy secretary of the Sichuan Provincial Party Committee of the Communist Youth League, said that this year, there were more than 19200 volunteers nationwide who would choose to report to our province for the Western Plan, and 1055 new members finally joined the family of the Western Plan. This year, Sichuan Province resumed the organization of centralized training for volunteers throughout the province, strengthened college students' brand awareness of the "Western Plan", a national talent strategy, and enhanced their sense of mission, responsibility and cohesion.
