Since 2003, there have been 13667 volunteers of the Western Plan in Shaanxi Province taking root at the grassroots level to serve the masses, and 692 volunteers have been sent to support Xinjiang (including the Corps) and Tibet. At present, there are 968 volunteers on duty in Shaanxi Province.

1、 Focus on coordination and overall planning, and improve the security mechanism of the Western Plan

The adjustment of the implementation mode is a major opportunity and innovative measure to promote the development of the Western Plan. Shaanxi Project Office conscientiously implements the requirements of the Communist Youth League Central Committee, and focuses on the formulation and implementation of provincial policies in combination with provincial conditions, local conditions, and multiple measures.

First, the formulation of policies focuses on full consultation. After the national video conference of the Western Plan, the Communist Youth League and the Provincial Party Committee held a special meeting to study and implement the plan, and the Provincial Project Office took the initiative to do a good job in consultation and coordination. In terms of horizontal negotiation, according to the actual situation of Shaanxi's finance, seek the right focus from facts, pay close attention to the policy requirements of buying insurance for volunteers, and put the contribution of social insurance units of volunteers into the county (district) finance budget, so as to maximize the protection of the rights and interests of volunteers. In terms of vertical consultation, in the form of written research, face-to-face communication, symposium, etc., 7 times solicited opinions from the municipal, county (district) project offices, financial departments, and party committee leaders, and the implementation opinions of Shaanxi Province were fully communicated through "three up and three down"; On the basis of considering the actual situation at the grass-roots level, the leverage of structural adjustment is used to appropriately transmit pressure to ensure the implementation of policies. According to the implementation opinions of Shaanxi Province, the living allowance of volunteers is 2000 yuan per person per month, and the monthly living allowance is increased by about 700 yuan excluding the individual contribution of social security; Social insurance includes five types of insurance, namely old-age insurance, medical insurance, unemployment insurance, work-related injury insurance and maternity insurance. The county (district) project offices are responsible for establishing accounts and paying fees.

The second is to implement policies and focus on overall planning. After the standards of allowances and social security are clear, the distribution and management of special funds are the focus of the implementation of security policies. After repeated negotiations and active efforts, Shaanxi Project Office has realized the provincial overall planning of fund distribution and management methods. With the approval of the Provincial Department of Finance, the Youth League Provincial Committee has set up a special account for the Western Plan, which is reviewed by the provincial finance every six months and transferred to the special fund every month; The provincial project office uniformly handles bank cards for national project volunteers, and provides subsidies to volunteers on a monthly basis; The subsidies for poor areas and transportation of volunteers shall be directly allocated by the provincial project office to the volunteer's personal bank card; The volunteer insurance and physical examination fees shall be directly disbursed by the provincial project office. This provincial overall planning method has not only been recognized and supported by the financial department, but also fully absorbed the suggestions of the grass-roots units, which is conducive to the dynamic adjustment of the project county, the risk prevention and control of the project, and the maximum role of the county level project office.

2、 Focusing on publicity, focusing on actual results, and improving the mobilization mechanism of the Western Plan

A good source of students is the basis for the sustainable development of the Western Plan. Shaanxi Provincial Project Office has actively carried out policy publicity and typical publicity, constantly innovated the publicity carrier, and achieved good results.

First, publicity policies focus on accurate interpretation. After the relevant documents issued by the Central Committee of the Communist Youth League were issued, the provincial project office organized a group study and discussion at the first time to understand the spirit and grasp the essence, then held a meeting, compiled and distributed microblogs and WeChat messages, and widely publicized the spirit of the documents. Respond to the questions and concerns of volunteers in a timely manner, patiently and carefully interpret the policies and respond to questions, and contact the Social Security Department to appoint a special person to be responsible for the consultation on the payment of social security policies.

Second, the publicity model focuses on equal sharing. Establish a provincial and municipal sharing group of "the most beautiful youth for dedication", organize nearly 100 excellent volunteer sharing activities of the Western Plan every year, and establish a working mechanism of selecting the city level master tree, provincial master training, and colleges and universities responsible for landing activities. The members of the sharing group do not talk big and empty, and pay attention to equal communication and honest sharing, which has achieved good guidance and mobilization results.

Third, the publicity carrier focuses on being close to the youth. We have actively produced cultural products that young people like and are willing to accept. We have shot the film "Beautiful Hawthorn Flower" and the documentary "Jujube Tree" to show the style of volunteers. We have also produced animation, H5, and MV to promote volunteer work, which has been widely concerned and actively spread by young people. Pay attention to publicity so that the number of graduates who apply for the Western Plan will be more and the structure will be better. From 2014 to 2016, the number of applicants across the province increased from 3200 to 4700, and the ratio of men and women changed from 1:2 to 1:1.5. In 2016, there were 266 college graduates of 985 and 211, accounting for 17% of the total number of applicants. Over the past three years, the number of members of the postgraduate volunteer education group has increased from 124 to 156 every year. This year, the first overseas volunteer action to Cambodia was launched.

3、 Focusing on details, focusing on implementation, and improving the western planning management mechanism

Scientific management is a necessary condition for the healthy operation of the Western Plan. Shaanxi Provincial Project Office adheres to the principle of "strict", "meticulous" and "people-oriented" in daily management to ensure safety and promote development through management.

First, pay attention to strict assessment. Formulate the implementation rules for the assessment of the project office, carry out the work report every six months, and implement the assessment once a year. Strictly implement the elimination of the last project county, adjust the project county that ranks last in the assessment, and implement rectification within a time limit for the project county that ranks last. In recent years, the qualification of Zizhou and Jiaxian project counties in Yulin has been revoked, and Huxian County in Xi'an, Tongguan in Weinan and Linyou in Baoji have been ordered to rectify.

Second, pay attention to fine management. Take safety as the top priority of project management, ensure detailed regulations, frequent reminders, frequent inspections, carry out regular on-site inspections and telephone inquiries, and interview project counties with safety management problems after inspection. In the field inspection, the city level inspection achieved full coverage at the county level, and the provincial spot check covered at least 1/3 of the project counties each time. The telephone interview and spot check are conducted every two months. The provincial spot check covers more than 10% of the volunteers, and the municipal spot check covers more than 20% of the volunteers.

Third, pay attention to humanistic care. Insist on setting up a short message platform to send warm wishes to volunteers on major festivals. Adhere to the condolence and visit activities, and members of the provincial and municipal Youth League committees go to the grass-roots level every year to investigate volunteer work and care about volunteer life. Urge employers to take physical examination as the necessary rights and interests of volunteers, and ensure the health work of volunteers. The project office staff at all levels shall implement the "four disclosure" system, and disclose the office phone number, mobile phone number, work location and microblog account to the volunteers, so as to provide services for the volunteers at any time.

Fourth, focus on training and improvement. Carefully organize centralized training, and the training time for new volunteers shall not be less than 4 days. Coordinate resources to provide special training. In the training organized by Shaanxi Volunteer Training Institute and various fronts of the Communist Youth League, 10% of the quota will be given to volunteers of the Western Plan. Use the network to carry out daily training, run group owned microblogs and WeChat, strengthen the content supply of volunteer WeChat groups, and form a good learning atmosphere.
