Leaders of provincial project offices who attended the meeting exchanged ideas on volunteer registration, current measures, supporting policies, plans for the next step, and work suggestions. Shanghai and Jilin project offices introduced the practice of giving local supporting subsidies to volunteers of the Western Plan; Guangdong PMO introduced the experience of large-scale publicity work by shifting the focus down to colleges and universities; Zhejiang Project Office shared the exploration of how to give full play to the role of new media and how to promote the opening up and overall consideration of grass-roots project policies such as the Western Plan, the Three Supports and One Support, and the Western Plan; Hubei Project Office introduced their measures to combine the propaganda and mobilization work of this year's Western Plan with learning the advanced deeds of Ben Yu's volunteer service team, and pay more attention to the ideological guidance of graduates; Jiangsu Project Office introduced the "Six Ones" project they are launching, and insisted on the good practice of holding a farewell party for volunteers of the Western Tibet Assistance Program; Comrades from the 14 provincial (municipal and district) project offices who attended the meeting also made full exchanges and studies on the new situation, new problems and how to deal with them in the implementation of the Western Plan, especially in Tibet.

This year, the Western Plan will send nearly 9000 new volunteers, of which the implementation scale of the special service for Tibet will increase significantly. The Tibet Autonomous Region will introduce a series of preferential policies in terms of job allocation, management services, policy treatment, employment services and other aspects to attract college graduates from all over the country to Tibet for volunteer services.
