All provincial project offices of the Western Plan, and all university project offices of the Graduate Education Corps:

In accordance with the relevant requirements of the Notice on Printing and Distributing the Implementation Plan of the Western Plan for the Volunteer Service of College Students in 2019-2020 (Zhongqing Lianfa [2019] No. 3) and the Detailed Rules for the Management of the Youth Volunteer Postgraduate Education League of China (National Project Office [2014] No. 1), the following is the notice on matters related to doing a good job in the work of the postgraduate education league in 2019.

1、 Earnestly complete the assessment, appraisal and follow-up work of the 20th Graduate Education Corps

1. Strictly assess and identify. All service provincial project offices should adhere to the principles of fairness, impartiality and openness in strict accordance with the requirements of the Notice on Printing and Distributing the Management Rules of the Chinese Youth Volunteer Postgraduate Education League (National Project Office [2014] No. 1) and other documents, and conscientiously do a good job in the volunteer examination and appraisal of the 20th Research League, Relevant work is included in the overall scope of volunteer assessment work after the service period of the Western China Plan expires in 2018-2019. The project offices of each service county shall stamp on the service appraisal form (which can be downloaded from the official website of the Western Plan) and the service certificate for confirmation. The appraisal form shall be brought back to the university by the leader of the university service team, and the university project office shall be responsible for coordinating relevant departments to record it in the student files. The National Project Office will send the certificate of the research team to all universities in September, and the university project office will issue it to the 20th research team volunteers.

2. Do a good job of off-duty service. In principle, the volunteers of the 20th Research Youth League will end their volunteer work in July 2019. Volunteers of the Research Youth League can leave their posts before and after the service school teachers' holiday, which will be arranged by the project office of the service county. Previously, the project office of the service county should express condolences and gratitude to the volunteers of the research group after the service period, listen carefully to their opinions and suggestions on improving the service management of the research group and promoting the development of youth volunteer service, and summarize and sort out the relevant opinions and suggestions and feed them back to the provincial project office. The project office of the service county shall provide necessary support for the volunteers of the research and development group to leave the service place safely and smoothly.

3. Strengthen tracking training. The project offices of colleges and universities should strengthen the follow-up training of research group volunteers after their service expires. It is necessary to focus on the time period when the volunteers of the research group complete the task of supporting education and return to school to continue studying for master's degree students. Combining the actual situation of the volunteers of the research group and the team, it is necessary to strengthen the tracking and training of previous research group volunteers through the establishment of research group fellowship, research group talent pool, network communication platform and other forms, and actively promote the expiration of service Outstanding research group volunteers are included in the talent training plan of the university. They are recommended to participate in activities such as further study, study, visit and exchange organized by education departments and youth league committees at all levels. Provincial project offices and university project offices should promote the inclusion of research group cadres into the scope of the "Young Marxist Training Project" at all levels.

2、 Earnestly do a good job in dispatching training and other related work of the 21st graduate student support group

1. Standardize the post setting. According to the requirements of the Notice on the Work Arrangement of Establishing the China Youth Volunteer Poverty Alleviation Relay Program 2019-2020 (the 21st) Postgraduate Education Support League (NPBF [2018] No. 17), the National Project Office reviewed the relevant applications for adjusting and adding new service sites on the basis of the applications of university project offices and the preliminary review of provincial project offices, The distribution table of service places of the 21st Research Group was determined (see annex). The project offices and service units of relevant service counties must arrange the research group volunteers to engage in basic education and teaching in primary and secondary schools at the front-line teaching posts. It is strictly prohibited to arrange the research group volunteers to non teaching posts. The provincial project office shall carry out spot checks on the service post setting and the actual situation of volunteers on duty, and seriously deal with violations.

2. Do a good job of centralized training. In principle, the centralized training time for the research team to report for duty is July 20-31. The training content should cover volunteer management system, safety and health education, local customs, teaching skills, team building, etc. After the training, the Volunteer Service Certificate will be issued. Each university project office should contact with the provincial project office in advance, and send a special person (or the team leader) to lead the research group service team to the service province to participate in the centralized training on time according to the registration training time and place determined by the service province. It is not allowed to arrange or approve the research group volunteers to participate in other activities during the centralized training.

3. Do a good job of dispatching and docking. The project office of the service county shall send a special person to pick up and send the volunteers to the service place, and coordinate the service unit to provide the volunteers with convenient living conditions such as meals and free accommodation. The service unit should scientifically arrange the teaching subjects and class hours according to the volunteers' majors and expertise, and strengthen the training of volunteers' education and teaching skills through "mentoring" and other means in the teaching process. Before the start of school, volunteers can be arranged to practice in relevant units or participate in the activity of "colorful holiday" young volunteers caring for rural left behind children, and provide services such as holiday care, academic guidance, self-care education, quality development, etc. for local left behind children. Before August 20, the project office of the service county shall organize volunteers to fill in, improve and confirm relevant personal information through the Western Plan Information System, and sign a tripartite agreement on voluntary service (see the official website of the Western Plan for the template).

4. Implement various guarantees. The project offices at all levels should effectively implement the living guarantee such as the monthly payment of living subsidies in full amount and the provision of accommodation facilities. We should do a good job in the implementation of social security, and the local finance should bear the part of social security expenses paid by the unit, so as to ensure that every volunteer of the research and development group will pay social insurance such as pension insurance for one year. The provincial project office should purchase commercial insurance for the volunteers of the research and development group, such as personal accidental injury (including accidental death and accidental disability), serious disease (including death from acute disease), with a single insurance amount of no less than 800000 yuan, Purchase a certain amount of supplementary medical insurance (in principle, it includes inpatient medical insurance with a single insurance amount of no less than 300000 yuan, and accidental injury medical insurance with a single insurance amount of no less than 200000 yuan. Provinces where conditions permit, additional hospital living allowance, travel emergency medical rescue, etc.). The minimum requirement for the effective period of the insurance is 3 days before the volunteers report to the service province, and the insurance deadline is 3 days after the volunteers leave the service place after the service period to ensure full coverage of the service period. For provinces that are far away from home, such as Xinjiang and Tibet, the start and end of the insurance period should be extended appropriately.

5. Strengthen safety management. Project offices at all levels should attach great importance to the safety and health management of volunteers, and strictly implement the bimonthly reporting system of volunteers on duty and major safety accidents. The provincial (district, city) project office is fully responsible for the safety and health management of volunteers, and organizes training on safety and health, service discipline, insurance knowledge, etc; Strengthen volunteers' sense of organization and discipline, self-protection and protection awareness, and strengthen the guidance for the work of the service county project office. The project office of the service county is specifically responsible for coordinating and supervising the schools served by the volunteer office to jointly manage the safety and health of volunteers; Mobilize and give full play to the role of volunteer service team leaders and volunteer party and league branches, guide volunteers to do a good job in team and individual self-management, and timely and properly handle emergencies.

3、 Promote the co construction of schools and cities, and actively carry out teacher training in service areas

All research group colleges and universities should promote the work of co construction with the schools and places where they serve, based on the characteristics of the school, give play to the advantages of the school in education and teaching theory, educational technology means and talent training methods, actively provide backup support for the research group service team, mobilize the strength of teachers' volunteers and student associations, and support the active participation of the research group service team We will promote the comprehensive reform of local basic education, and actively promote the equal development of education public services and education resources in poverty-stricken areas, border areas, and ethnic minority areas.

We encourage the research group colleges, especially the normal colleges, to strengthen cooperation with the education departments in the service areas, take the demand of the service areas as the guide, take the education college and affiliated primary and secondary schools of our school as the starting point, and use the winter and summer vacations and other times to carry out teacher training activities for the schools in the service areas. Colleges and universities with conditions can also send expert teams to the service place to directly train local teachers. The normal universities of the research group should play a leading role. The non normal universities of the research group can also cooperate with the normal universities of the research group to jointly undertake the training of teachers in the service areas.
