Notice on Statistics of the Information on the Delayed Service of Volunteers in the Western Plan（ Click to download pdf version ）

The project offices of all provinces (districts and cities) serving the Western Plan and Xinjiang Production and Construction Corps:

In order to do a good job in formulating the recruitment plan for the western region from 2019 to 2020, we are now making statistics on the delayed service information of the current on duty volunteers. The service provincial (district, city) project offices and the Xinjiang Production and Construction Corps project offices are requested to complete the review, statistics, reporting and other work as required. The specific notice is as follows.

1、 Statistical object

1. Volunteers who participated in the Western Plan in August 2017 and August 2018, and who are willing to extend their service and submit a written application.

2. Volunteers who participated in the Western Plan in August 2016 will not extend their service for three years until July 2019.

2、 Work steps

1. The service provincial (district, city) project office and Xinjiang Production and Construction Corps project office should make overall plans to do a good job in the statistics and review of the delay of volunteers in the Western Plan. The service county (city, district, flag) project office must notify all on duty volunteers. Volunteers who are willing to extend the service and meet the conditions can submit a written application (Annex 1) to the service county (city, district, flag) project office.

2. The project office of the service county (city, district and banner) shall complete the qualification review for extension according to the comprehensive performance during the volunteer service period, and report the relevant information to the project office of the service province (district and city) and the project office of Xinjiang Production and Construction Corps.

3. The provincial (district, city) project office and the Xinjiang Production and Construction Corps project office will send the PDF version of the "Statistical Letter of Volunteers for the 2019 Extension of Service to the Western Plan" (Annex 2) to the mailbox of the National Project Office before April 24 (Wednesday).

4. The project office serving counties (cities, districts and banners) shall sign a service extension agreement (Annex 3) with the volunteers who apply for extension of service before May 24 (Friday), operate the information of the contracted volunteers in the information system of the Western Plan, and submit the "Summary Table of Information of Volunteers for the 2019 Western Plan" to the provinces (districts and cities) PMO. The service county (city, district and flag) project office should remind the volunteers before signing the agreement with them. If they fail to perform the service agreement due to improper reasons, they will be punished for failing to pass the service appraisal in 2018 and will be disqualified from enjoying the relevant policies of the Western Plan.

5. The project office serving the province (district, city) and the project office of Xinjiang Production and Construction Corps should send the "Summary of Volunteer Information of 2019 Extended Service for the Western Plan" (Annex 4) to the mailbox of the National Project Office before May 29 (Wednesday).

3、 Job requirements

1. The information statistics of volunteers for the delayed service of the Western Plan is the basic work for planning the recruitment and post setting of volunteers in each service province (district, city) in the new year. Project offices at all levels should attach great importance to it, arrange special personnel to do a good job in information statistics, review and other work, and report relevant summary information on time.

2. Project offices at all levels should actively encourage qualified on-the-job volunteers to apply for extension services, and conscientiously do a good job in the review of extension qualifications. At the same time, they should remind volunteers to treat extension applications seriously and prudently, and try to prevent arbitrary breach of contract after signing the contract.
