Provincial (district, city) project offices and Xinjiang Production and Construction Corps project offices of the Western Plan:

The recruitment and dispatch work of the 2018 Western Plan has been completed, and now the main work is transferred to daily service management. On the occasion of the Mid Autumn Festival and the National Day, all localities should further strengthen system construction, strengthen humanistic care, strengthen service management, and implement detailed responsibilities. The relevant work is hereby notified as follows.

1. Carry out interviews and surveys to strengthen humanistic care. Project offices at all levels should go deep into the service units where volunteers work and carry out visits and consolation activities. It is necessary to investigate and understand the working and living conditions of volunteers, grasp the ideological trends of volunteers, help volunteers solve practical difficulties, and properly arrange volunteer related activities during holidays. The visit work of the county level project office shall cover all the staff, visit the unit, enter the dormitory, listen to the opinions, and fully understand the physical, psychological, life, work and other conditions of each volunteer. Special efforts should be made to identify hidden dangers. A comprehensive inspection should be carried out on the social and environmental safety, housing safety, water and electricity safety, catering safety, and related facilities in the work and living places of volunteers. If there are hidden dangers, relevant parties must be coordinated to rectify them in a timely manner.

2. Carry out self-care education and make safety reminders. Project offices at all levels, especially at the county level, should focus on the publicity and training of volunteers' self-care of safety and health, and help each volunteer to become familiar with and master the knowledge and discipline of self-care of safety and health through various ways. The main contents include: no volunteers are allowed to go out for exploration, skating in dangerous waters without safety measures, hiking in the wild with potential safety hazards, etc; Remind volunteers to pay attention to travel safety. It is strictly prohibited to drive or ride "three no" vehicles without a license, take illegal vehicles such as overloaded vehicles and trucks, purchase and ride unlicensed motorcycles, electric vehicles and bicycles with poor brakes, and take a ride with strangers; It is forbidden for volunteers to use gas stoves without chimneys (poor smoke exhaust) or substandard induction cookers for cooking; Excessive drinking is strictly prohibited; Remind volunteers to pay attention to their own personal safety and property safety on the way to travel and return, communicate with strangers carefully, accept invitations and gifts carefully, and prevent being cheated; Remind volunteers to keep their personal belongings properly. In case of an emergency, they should respond calmly, report to the public security organ according to law, and report to the service unit and the county-level project office in a timely manner.

3. Improve the construction of the Youth League branch and strengthen the WeChat group matrix management. All county level project offices should organize delayed volunteers and newly recruited volunteers to jointly establish a new volunteer league branch for the Western Plan, and further strengthen self-education, self-management and self-service. It is necessary to select a good branch committee, and the secretary, deputy secretary and member of the Youth League branch should take the initiative to take responsibility and play an active role. Regularly organize learning activities such as "three meetings and one lesson" to learn Xi Jinping's thought of socialism with Chinese characteristics for a new era, study and discuss how to better play the role of volunteers based on their posts, and effectively improve their ideological awareness and professional work ability. Actively participate in the key work carried out by the local Communist Youth League organizations, especially the volunteer service work, and become a new force in the work of the local Communist Youth League and volunteer service work. Actively play the role of volunteers as a bridge and link, promote the Communist Youth League's "school and local co construction", and guide university resources to actively participate in the work of the local Communist Youth League and targeted poverty alleviation. Actively reflect the reasonable demands of volunteers, actively safeguard the legitimate rights and interests of volunteers, and promote the implementation of systems conducive to the growth and success of young volunteers. On the basis of the original WeChat group matrix of the Western Plan, each provincial project office should set up a group of secretaries of the volunteer league branch of the Western Plan, strengthen the flat management, understand the situation at the grass-roots level in time, and provide work guidance in time.

4. Strengthen system construction and strict daily management. First, project offices at all levels should improve and implement the system of returning from leave for volunteers, strictly implement it and strictly manage it. During the "Double Festivals", the county level project offices, together with the service units, shall make detailed statistics and master the list of outbound volunteers, outbound locations, round-trip schedules, contact information, etc. The second is to strengthen the construction of emergency plan system. During the "Double Festivals", project offices and service units at all levels should launch emergency plans for emergencies, announce the on duty telephone number to volunteers during the festival, ensure smooth 24-hour communication, and establish relevant working mechanisms with local public security, fire protection, medical, health and epidemic prevention units in advance. Third, we should adhere to the system of monthly reporting on the planned number of people on duty and safety and health events in the west. Each provincial project office shall report to the national project office before the 10th day of each month the actual total number of on duty volunteers, the number of off duty volunteers, the details of off duty volunteers and the occurrence of safety and health events in the western region of the province in the previous month. At the same time, the county level project office will conduct the off-duty operation of off-duty volunteers on the western planning information management system.

5. Strengthen responsibility awareness and implement safeguard measures. First, the provincial project office should work with relevant units to ensure that each volunteer's living allowance is paid in full and on schedule. Second, the provincial project office should do a good job in the secondary recruitment of volunteers to commercial insurance to ensure full coverage of commercial insurance. Third, the project offices at all levels should work together to implement the social security of volunteers, ensure that the individual payment and unit payment of social security are in place at the same time, and coordinate relevant parties to run social security cards for volunteers as soon as possible and hand them to volunteers. Fourth, the county-level project office should work with the service unit to actively provide the volunteers with transportation, accommodation, food and other facilities.
