Since the launch of the "University Students Volunteer Service Rural Revitalization Plan" (formerly the "Northern Jiangsu Plan"), the Xuzhou Youth League Municipal Committee of Jiangsu Province has insisted on the close combination of guiding college students to establish a correct concept of employment and promoting college students to stay in Xuzhou for employment, highlighting grassroots orientation, strengthening targeted recruitment of schools and regions, and actively expanding local pilot projects, Provide support for young talents to help the city's rural revitalization.

In recent years, Xuzhou has recruited 1082 college volunteers, 948 of whom have stayed in Xuzhou for employment and entrepreneurship, and 87.6% of them have stayed in Xuzhou. In 2023, the city will recruit a total of 437 college volunteers, of which 307 will be recruited at the provincial level and 130 will be recruited at the local pilot level, all of which are new high compared with previous years.

Pay attention to driving at the municipal level. The Youth League Municipal Committee took the lead in formulating a series of documents such as the Administrative Measures for Volunteer Service Projects of the Rural Revitalization Plan of Xuzhou City and the Opinions on the Performance Assessment of Volunteers of the Rural Revitalization Plan of Xuzhou City, and improved the operation and management system of provincial bidding projects. Jointly with the Publicity Department of the Municipal Party Committee, we explored and issued the Implementation Opinions of Xuzhou Youth Volunteer Listening Day to regularly carry out thematic needs listening. The Municipal People's Procuratorate has innovatively formulated the Implementation Opinions on Young Volunteers' Participation in Procuratorial Public Interest Litigation to jointly promote college students' volunteers to serve the grassroots.

Strengthen the drive at the county level. Xuzhou has directed 10 county-level project offices, linked project resources in 14 colleges and universities in Xuzhou, and established 36 project bases. The Youth League Municipal Committee held 56 brand project activities such as "Happy Bookstore", covering more than 50000 children in need. The Youth League Municipal Committee has set up 32 project pioneers to go to key villages to engage in industrial support, care and assistance, cultivate and design 36 brand projects such as "Dawn Plan", and leverage social funds of 13.5 million yuan.

Strengthen the promotion of typical joint election. The Youth League Municipal Committee extensively carried out the case study of "He Xiaoqing", "Lin Xiaoqing" and "Rural Revitalization" volunteer services, selected a number of typical volunteer service projects, and guided volunteers to realize their own values in rural revitalization.

Pay attention to the top design. Since 2020, under the guidance of the Provincial Youth League Committee, the Municipal Youth League Committee has taken the initiative to consult with relevant municipal departments on local projects of the "Rural Revitalization Plan". In combination with the objective reality of the city and county financial system, the "one place, one policy" guidance was given to seven agricultural related counties (cities) and districts, including Jiawang District, Suining County, Xinyi City, Tongshan District, Peixian County, Pizhou, Fengxian County, which launched the pilot project. Combining the factors of local finance, employers and other factors, and adopting the method of simultaneous registration, interview, and employment with the provincial recruitment, local volunteer posts were separately added, Seven local projects of the "Rural Revitalization Plan" have been approved at the provincial level, which has become a new innovative practice for the transformation and development of Jiangsu's "Rural Revitalization Plan".

Accurately design the "menu". The Municipal Youth League Committee focuses on planning and building project libraries around industrial revitalization, care for students, garbage classification, water conservation and forest protection, emergency rescue, rights protection, youth fashion and other aspects. At the same time, the Municipal Youth League Committee identified the "interface" of local proxy recruitment projects, highlighting e-commerce promotion, cultural education and other fields. For example, Tongshan District and Jiawang District focused on township investment services, attracting 53 college students to the front line to help industrial development; Xinyi recruited 39 college students to volunteer for rural revitalization; Peixian County, Suining County and other places provided financial support to recruit 35 more college students, which eased the shortage of talents in key posts such as grass-roots governance.

Fully implement the "Employment and Entrepreneurship Promotion Plan". The Youth League Municipal Committee has set up a service platform, invited experts in various fields to form pairs of volunteers, provided special training, observation and sharing, and held a special supply and demand meeting for volunteers every year in conjunction with the city (county) youth chambers of commerce, the talent network, etc., to provide service guarantee for volunteers to stay in Xuzhou for employment and entrepreneurship.

In 2023, the Youth League Municipal Committee, together with Xuzhou Finance Bureau and Agriculture and Rural Affairs Bureau, will implement the "Volunteer Service Rural Revitalization Plan" Xuzhou version of the "Qingpeng Plan" special post project. It is proposed to set up 124 posts in more than 100 villages (communities) in 48 provincial border towns (streets) in Xuzhou, The special treatment for posts involving the inter provincial border towns (streets) in Xuzhou will be increased separately, and the municipal and county finance will provide subsidies and support. At the same time, the special post project of "Qingpeng Plan" has been incorporated into the talent work plan of the city in conjunction with the Organization Department of the Municipal Party Committee, and has been included into the cadres of the "two committees" at the village (community) level, and has been supported and guaranteed in policy to promote more college students to return home and become "new farmers".

In the next step, the Xuzhou Municipal Party Committee of the Communist Youth League will actively implement the talent work deployment of the Municipal Party Committee and continue to focus on volunteer service management from three aspects:

First, focus on "education" and do a good job in talent training. The Youth League Municipal Committee carries out skill upgrading and practical guidance in the form of centralized training and mentoring; Encourage counties (cities, districts) to support volunteers to play a role in e-commerce live broadcast, beautiful rural construction and other fields in a project-based way, and create a "one county, one product" volunteer service brand.

Second, focus on "use" and build a growth platform. During the service period, the Youth League Municipal Committee supported volunteers to serve as the head of the Youth League organization in their village (community) and the head of the "Youth Home" in their town (street); After the service period expires, the Youth League Municipal Committee, in conjunction with some counties (cities and districts), supports volunteers to continue to work at the grass-roots level by means of "rejuvenating villages and special posts" and "community social workers". Those who have been assessed as excellent will be recommended as village (community) reserve cadres in priority and serve as members of the village (community) "two committees".

Third, focus on "retention" and dynamic tracking services. The Youth League Municipal Committee supports volunteers to stay in Xuzhou through employment, entrepreneurship, "postgraduate entrance examination", "public examination" and other forms, and provide help in training and counseling, special posts, entrepreneurial support and other aspects; The Municipal Youth League Committee carried out a search for excellent volunteers and selected a number of excellent volunteer models; Improve the previous volunteer database, make regular return visits, follow up services, guide college students to take root in Xuzhou grass-roots employment and entrepreneurship, and contribute to the high-quality construction of the central city of Huaihai Economic Zone.
