1、 The customs shall inspect the import and export dangerous chemicals listed in the National Catalogue of Dangerous Chemicals (the latest version).
2、 When the consignee or its agent of imported dangerous chemicals makes customs declaration, the items filled in shall include the dangerous category, packaging category (except for bulk products), and UN dangerous goods number( UN number), UN packaging mark of dangerous goods (packaging UN mark) (except for bulk products), etc., the following materials shall also be provided:
(1) Declaration of Conformity of Enterprises Importing Dangerous Chemicals;
(2) For products that need to add inhibitors or stabilizers, the description of the name and quantity of the inhibitors or stabilizers actually added shall be provided;
(3) Samples of Chinese hazard publicity labels (except for bulk products, the same below) and Chinese safety data sheets.
3、 When the consignor or his agent of export dangerous chemicals applies to the customs for inspection, he shall provide the following materials:
(1) Declaration of Conformity of Enterprises Producing Dangerous Chemicals for Export (see the appendix for the format) 2);
(2) Performance Inspection Results of Outbound Goods Transport Packaging (except for bulk products and those exempted from the use of dangerous goods packaging by international regulations);
(3) Classification and identification report of hazardous characteristics;
(4) Samples of danger publicity labels (except for bulk products, the same below) and safety data sheets. If the samples are in foreign languages, corresponding Chinese translations shall be provided;
(5) For products that need to add inhibitors or stabilizers, the description of the name and quantity of the inhibitors or stabilizers actually added shall be provided.
4、 The import and export enterprises of hazardous chemicals shall ensure that the hazardous chemicals meet the following requirements:
(1) Compulsory requirements of China's national technical specifications (applicable to imported products);
(2) Relevant international conventions, international rules, treaties, agreements, protocols, memorandums, etc;
(3) Import national or regional technical regulations and standards (applicable to export products);
(4) Technical specifications and standards designated by the General Administration of Customs and the General Administration of Quality Inspection.
5、 The inspection of import and export dangerous chemicals includes:
(1) Main components of the product /Whether the component information, physical and chemical properties, hazard categories, etc. comply with the provisions of Article 4 of this Proclamation.
(2) Whether there is a danger publicity label on the product package (imported products should have a danger publicity label in Chinese), and whether the safety data sheet is attached (imported products should be attached with a safety data sheet in Chinese); Whether the contents of danger publicity labels and safety data sheets comply with the provisions of Article 4 of this Proclamation.
6、 For the packaging of imported hazardous chemicals, it shall be inspected whether the packaging type, packaging mark, packaging category, packaging specification, unit weight, packaging use condition, etc. comply with the provisions of Article 4 of this Proclamation.
7、 For the packaging of export dangerous chemicals, performance inspection and use appraisal shall be carried out in accordance with the provisions and standards for the inspection and management of the packaging of export dangerous goods by sea, air, road and railway, and the Results of Performance Inspection for the Transport Packaging of Outbound Goods and the Results of Use Appraisal for the Transport Packaging of Outbound Dangerous Goods shall be issued respectively.
8、 The import and export of hazardous chemicals used as food and food additives shall comply with the relevant provisions on food safety.
