2、 Cosmetics imported for the first time shall meet the following requirements

（1） The cosmetics for which the state implements the hygiene license shall obtain the hygiene license for imported cosmetics approved by the relevant competent department of the state, and the customs shall conduct systematic automatic comparison and verification on the electronic data of the hygiene license for imported cosmetics.

（2） Cosmetics that are put on record by the state shall go through the inspection application formalities with the record keeping certificate.

（3） The following materials shall be provided for cosmetics for which the state has not implemented hygiene license or put on record:

1. Relevant safety assessment data of substances that may have safety risks issued by qualified institutions

2. Certification documents or certificates of origin that allow production and sales in the producing country (region)

（4） In addition to the above three items, sales of packaged cosmetics products shall also submit sample labels in Chinese, labels in foreign languages and translations.

（1） Sample cosmetics

For cosmetics samples used for hygiene licensing or filing, and non trial samples used for enterprise research and development and publicity, the consignee or its agent shall provide a description of the use and disposal of samples and a letter of commitment for non sales use at the time of import declaration, and the customs at the port of entry shall review and file the samples. If the quantity is within the reasonable use range, it can be exempted from inspection. The consignee shall truthfully record the flow direction of cosmetics, and the record keeping period shall not be less than 2 years.

（2） Exhibits cosmetics

For the import of exhibits not for trial use or for sale, the exhibition certificate issued by the sponsor (competent) unit of the exhibition shall be provided at the time of declaration, which may be exempted from inspection. After the exhibition, it shall be returned or destroyed under the supervision of the customs.

（3） Self use cosmetics of official organizations in China

The import of cosmetics for personal use by foreign and international organizations' official agencies in China shall be inspected by the customs at the port of entry.
